Florida service areas: 20 counties

South Fork Roofing is a Florida roofing company working in 20 counties, from Alachua in the north to Miami-Dade in the south, and it will cover most of the state beyond them. The counties share one building code but not one permit office, storm record or housing stock, so each gets its own page.

370 cities and towns in 20 counties

One code covers all 20 counties. Florida law has the Florida Building Commission adopt a single statewide building code for roof construction and repair (Fla. Stat. 553.73), so a re-roof in Gainesville answers to the same edition as one in Kissimmee.

What changes is everything around the code. Broward and Miami-Dade form the code's High-Velocity Hurricane Zone, where roofs follow the stricter Chapter 44 provisions instead of the regular residential roof chapter. Permits come from many offices: in Lake County each of the 14 cities and towns runs its own, while the Pinellas County building office handles unincorporated land plus six cities. And the homes differ. The median Pinellas County home dates from 1977, the median Osceola County home from 2002.

Which Florida counties does South Fork Roofing work in?

In most of the state, yes. The 20 counties are the ones the company names as its service area, and beyond them it will cover most of Florida. Call 407-242-2840 with your town and the kind of work you need. The building code is the same statewide, so the rules explained on this site still apply wherever you are; what changes from place to place is the permit office and its paperwork.

Why do roof permits work differently from one county to the next?

Because the code is statewide but permitting is local. Florida has one building code (Fla. Stat. 553.73), yet each county and many cities run their own building departments, with their own forms and extra steps. Palm Beach County lets qualifying home re-roof permits be self-issued online. Bartow lists a Re-Roof Inspection Affidavit. Citrus County asks for inspection photos and a notarized affidavit. Hernando County exempts minor nonstructural roof repairs of 200 square feet or less. And under the 2026 HB 803 rules, St. Petersburg and North Port still require a permit for roofing.

What is the High-Velocity Hurricane Zone (HVHZ)?

It is Broward and Miami-Dade counties, as the Florida Building Code defines it, and roofs there follow stricter rules. The residential roof chapter does not apply as written: HVHZ buildings follow Chapter 44 of the Residential Code and Sections 1512 through 1525 of the Building Code. Every roofing job, repair and maintenance included, needs a permit through an HVHZ Uniform Roofing Permit Application with the product approvals and detail drawings attached, and inspectors check the work before the attachment is covered. Miami-Dade County's Product Control Section issues Notices of Acceptance for products meant for the zone.
