Repair rules
The 25 percent rule and recent code editions
Florida's 25 percent rule says you may not repair, replace or recover more than 25 percent of a roof section in any 12-month period unless the whole section is replaced or recovered. That carve-out applies to any roof built, repaired or replaced under the 2007 edition of the Florida Building Code or a newer one. After a partial repair, only that repaired section has to satisfy current code.
December 31, 2023 is when the 2023 code edition became effective. Starting December 31, 2026, the Ninth Edition governs, so any permit application submitted on or after that day has to comply with it. If your Apollo Beach roof job straddles that date, confirm the edition with the county building office.

What is the new Florida code edition for roofs?
The Ninth (2026) Edition of the Florida Building Code goes into effect on December 31, 2026. Permit applications submitted on or after that date must comply with it.
