Of Hialeah's homes, 59.6% were built before 1980 and only 7% in 2010 or later. Florida's first statewide building code did not arrive until March 1, 2002, after Hurricane Andrew showed the old patchwork of local codes was not enough. A house from the 1970s may have been re-roofed under several rulebooks since, and its permit history is the only reliable record of which.
That history decides scope. If the last roof went on before the 2007 code took effect on March 1, 2009, repairs stop at 25% of a section in 12 months; past that, the whole section must come up to code. A full re-roof on a site-built single-family home also brings a secondary water barrier and stronger deck attachment under Fla. Stat. 553.844(3).
The city is a mix of owners and renters: 46.6% of occupied homes are owner-occupied, 38% of housing units are detached houses and 36.3% are in buildings of 10 or more units. It also skews older, with a median age of 45.8 and 20.3% of residents 65 or over, which puts insurer rules about roof age in front of many households.

Who issues roof permits in Hialeah?
The City of Hialeah Building Department, for property inside city limits. Because Hialeah is in the High-Velocity Hurricane Zone, the permit is filed on the HVHZ Uniform Roofing Permit Application and covers repairs as well as replacements. Miami-Dade's Product Control Section accepts many of the products listed on it, and each Notice of Acceptance must be available on site if the inspector asks to see it.

Does an older Hialeah house need a full re-roof to meet code?
Not always, but a big repair can force one. On a roof last permitted before the 2007 code took effect on March 1, 2009, you can repair up to 25% of a roof section in a 12-month period; beyond that, the whole section must be re-roofed to the current code (FBC-B 1521.4). Roofs built to the 2007 code or later are exempt from that trigger. With 59.6% of Hialeah homes built before 1980, check the date of your last roofing permit first.

Can an insurer drop a Hialeah home because the roof is old?
Age by itself is no lawful reason while the roof is younger than 15. Fla. Stat. 627.7011(5) bars a refusal or non-renewal based only on the age of a roof younger than that. For an older roof, the insurer must let you hire an authorized inspector, and if the report shows at least five years of useful life, age by itself cannot be the reason. In Hialeah, where the median house dates to 1975, the date of the last full re-roof is what sets the clock. Ask your insurer or agent about your own policy.

Is Hialeah in the High-Velocity Hurricane Zone?
Yes. The Florida Building Code defines the HVHZ as Broward and Miami-Dade counties, so every building in Hialeah falls inside it. The zone carries the hurricane provisions South Florida adopted after Hurricane Andrew, including county-accepted products and staged roof inspections. In practice, roof work in Hialeah, even a repair, runs through a permit at the City of Hialeah Building Department.
