Roofing in Polk County

Polk County gained 149,748 residents between April 2020 and July 2025, the largest numeric gain of any Florida county in the Census Bureau's Vintage 2025 estimates. Anyone choosing among roofing companies in Polk County is working with that boom and with older housing: half the homes were built in 1992 or earlier, and 19.6% of housing units are mobile homes.

Housing

A fast-growing county with older roofs

The 2020 Census counted 725,046 people and 316,381 housing units in Polk; by July 2025 the Census Bureau estimated 874,790 residents, up 20.7%. That ranking is our sort of all 67 counties in the Vintage 2025 file.

New building is concentrated. In Davenport, 71% of housing units date to 2010 or later and the median home to 2015; Polk City sits at 47% and Haines City at 33%. Countywide the 2010-or-later share is only 17.9%, while 30% of homes went up before 1980 and the median build year is 1992.

A typical Polk house was framed a decade before Florida's first statewide building code took effect on March 1, 2002. The Polk County roof replacement page lays out what today's code adds when an original covering finally comes off.

Owners live in 70.5% of the county's occupied homes, and 19.5% of residents are 65 or older. Mobile homes are 19.6% of housing units countywide and 42% in Mulberry, and the county's hurricane page warns that most are not built for tropical-storm or hurricane winds.

Permits

City hall or the county: who permits your roof

Check your address before you check a form. Polk's larger cities, Lakeland, Winter Haven, Haines City, Bartow and Lake Wales among them, run their own building permits, and the permit list on this page names and links each office we confirmed.

Outside city and town limits, the Polk County Building Division issues the permit. That includes Highland City, Lakeland Highlands, Medulla, Fuller Heights, Cypress Gardens and the Polk part of Poinciana, which are census places, not municipalities. Eagle Lake's building pages could only be partly read during research, and no official permit page could be read for Mulberry, Frostproof, Polk City, Highland Park or Hillcrest Heights, so check with the town first.

Paperwork is local too. Bartow's permitting menu lists a Re-Roof Inspection Affidavit, and other offices keep their own lists, so ask which forms travel with a reroof application. The state code underneath stays the same: reroofs are exempt from plan review (FBC-B 107) but still get a sheathing or dry-in inspection and a final roofing inspection (FBC-B 110.3).

Storms

Seven storms on the Polk record, 2017 to 2024

Irma set the bar in 2017. It gusted to 75 knots near Bartow, dropped 17.61 inches of rain on Davenport and left 96 homes or businesses destroyed and 1,604 with major damage, by the county's count. An EF2 tornado tied to the storm hit Polk City, and its wind stripped a 7-story section of facade from the Winter Haven Senior Living Center.

Ian came in 2022 with a 78 mph gust in Bartow and 6 to 12 inches of rain, the 12 at Frostproof. The Peace River at Bartow crested at 10.8 feet, its third-highest level on record, and 192 structures took major damage. Nicole followed that November, gusting to 54 mph at Winter Haven Regional Airport.

Idalia in 2023 and Debby in 2024 brought 40 to 50 mph gusts, and Debby's rainbands spun brief tornadoes near Bartow and South Mulberry. Helene's strongest Polk gust in 2024 was 59 mph near Fort Meade. Milton hit hardest: 87 mph at Winter Haven Gilbert Airport before the instrument quit, 10 to 15 inches of rain across western Polk, and 8.93 inches in one day at Lakeland-Linder, that airport's record since 1948.

FEMA declared major disasters covering Polk for six of the seven, all but Helene. The roof lesson repeats: FEMA's Ian assessment found hips and ridges were the most common damage, and wind-damaged coverings are a primary way water gets inside.

    • Highest gust 78 mph in Bartow; 6-12 in of rain (12 inches in Frostproof); Peace River at Bartow third-highest on record (10.8 ft); 192 structures major damage, 789 minor, 1,500 affected; 2 direct fatalities. NHC lists Polk among counties with significant flooding as the Peace, Myakka and Alafia rivers crested at record levels. Climate

Rain, hail and lightning over lake country

Lakeland is wetter than either big airport on its flanks: the 1991-2020 normal at Lakeland 2 is 56.82 inches a year, against 49.48 at Tampa International and 51.45 at Orlando International, with 26.62 inches falling from June through August. Totals swing inside the county, too; Winter Haven's Gilbert Airport averages 46.12.

Bursts test gutters and flashing harder than totals do. At Tampa, the Atlas 14 reference point our data uses for Polk, 100-year rainfall over a full day reaches 11.3 inches; Milton's storm total of 16.55 inches near the Green Swamp was larger still, though it may span more than one day.

Thunderstorms bring their own damage. NOAA's Storm Events files list 24 hail reports in Polk from 2016 through 2025, 20 of them an inch across or larger and one 2.0-inch stone in Davenport, plus 10 tornadoes. In 2018 a lightning strike set an attic fire in a Lakeland house.

Winter Haven counts 50 lakes in or bordering the city, Lakeland has 38 named lakes, and water covers 10.5% of the county's area. With no coastline, salt-air corrosion is not the local problem; drainage on lakefront lots and tree litter are. The Polk County gutters page does the sizing math.

Local rules

Historic districts, Four Corners and seasonal homes

Polk's cities hold 23 National Register historic districts: eight in Lakeland, five in Winter Haven, four in Lake Wales, three in Bartow and one apiece in Davenport, Fort Meade and Haines City. Lakeland also has seven local historic districts, where staff review a roofing replacement, and Bartow's Historic Architectural Review Board reviews alterations to contributing properties. Inside a district, ask the city before choosing a new color or roof material.

Four Corners straddles Polk, Lake, Osceola and Orange counties, and its page sits under Osceola County. Seasonal and occasional-use homes make up 25.6% of its housing units, about three times Polk's 8.5%. An owner away all summer will not see a ceiling stain after a July storm, so the spring-and-fall roof check NRCA suggests matters more there.

Roofing questions in Polk County

Who issues a roof permit in Polk County?

Your address decides. Lakeland, Winter Haven, Haines City, Bartow, Lake Wales, Auburndale, Davenport, Lake Alfred, Dundee, Fort Meade and Lake Hamilton issue their own building permits. Unincorporated Polk, including Highland City, Lakeland Highlands, Medulla, Fuller Heights, Cypress Gardens and the Polk part of Poinciana, goes to the Polk County Building Division. For Mulberry, Frostproof, Polk City, Highland Park, Hillcrest Heights and Eagle Lake, research could not fully read an official permit page, so confirm with the town. Either way, a reroof skips plan review but is still inspected.

Does Polk County require a re-roof affidavit?

There is no single countywide form list. Bartow, the county seat, lists a Re-Roof Inspection Affidavit on its permitting menu; Lakeland, Winter Haven and the other cities with their own building offices publish their own requirements, and the Polk County Building Division sets the paperwork for unincorporated addresses. Find out which forms your own office pairs with a reroof before you file. One rule is statewide: roofing products need Florida product approval under Fla. Stat. 553.842(5), and the Florida Building Commission keeps a public lookup by approval number.

Is Polk County in the High-Velocity Hurricane Zone?

Polk is outside it. The Florida Building Code draws that zone around Broward and Miami-Dade counties only, so Polk roofs follow the code's standard chapters. Inland is not calm, though: Milton gusted to 87 mph at Winter Haven Gilbert Airport in 2024, and Irma reached 75 knots near Bartow in 2017. Your design wind speed comes from the ASCE 7-22 hazard tool by address, which the state wind mitigation form uses to place a house in Region 1 (140 mph or more), Region 2 (130 to 139) or Region 3 (under 130).

How old are the roofs on Polk County homes?

The Census records when houses were built, not when roofs were replaced, so house age is the ceiling. Polk's median home dates to 1992, 30% were built before 1980 and only 17.9% in 2010 or later. An original roof on an older home is well past 15 years, the age at which Florida's roof-age law, Fla. Stat. 627.7011(5), gives you the right to an inspection, at your expense, before an insurer can require a new roof. Citizens wants proof of five more years of life on shingle roofs older than 25. Your agent can say how your policy applies those rules.

When do hurricanes usually hit Polk County?

Late summer and fall. NOAA sets the Atlantic season at June 1 to November 30 with a peak around September 10, and Polk's own record fits: Debby and Idalia arrived in August, Irma and Ian in September, Milton in October and Nicole in November. The National Weather Service office for Tampa Bay, whose storm narratives cover Polk, dates the rainy season for most of west-central Florida from May 25 to October 10. That leaves winter and early spring as the calmest window for a tear-off.

Do Polk County mobile homes follow the same roof insurance rules?

Not always, and it matters here more than in most counties: mobile homes are 19.6% of Polk's housing units and 42% of Mulberry's. Florida Senate staff note that the 15-year roof-age rule in Fla. Stat. 627.7011(5) does not apply to mobile home policies. Citizens Property Insurance requires a 4-point inspection, covering electrical, plumbing, HVAC and the roof, on mobile home applications for properties more than 20 years old. Your insurer or agent can tell you which rules your own policy follows.

Do historic districts in Lakeland or Bartow limit a new roof?

They can add a step. In Lakeland's seven local historic districts, a roofing replacement is a project the city's staff can review, and Bartow's Historic Architectural Review Board reviews alterations to contributing properties in its districts. Polk's cities also hold 23 National Register districts, from eight in Lakeland to single districts in Davenport, Fort Meade and Haines City. If your house is in one, ask the city whether your address needs review before you pick a material or color.
