Roof permits inside the city limits come from the City of New Port Richey Building Division, part of the Development Department. It handles construction review, permitting and inspections. We checked its official page, and it confirms that role.

Florida's 25% rule applies to any repair. If more than 25% of a roof section is repaired or replaced in 12 months, the whole section must be replaced or recovered. There is an exception for roofs built or redone under the 2007 code or later, and local governments cannot amend that exception.

The permit clock is short. A permit becomes invalid if no work starts within 6 months of issuance, and again if work is suspended for 6 months. The 2023 code edition is current, and the Ninth Edition applies to applications filed on or after December 31, 2026.

A tornado rated EF1 touched down here on December 9, 2018. Some homes lost shingles and roofing felt. Pasco County saw damage mostly limited to shingles and downed trees from Hurricane Ian in 2022.

Hurricane Helene in 2024 brought a peak water level of 5.04 feet above MHHW at the New Port Richey gauge, with a gust of 56 mph nearby. Hermine in 2016 and Irma in 2017 also brought FEMA major disaster declarations for Pasco County.

What is the 25% roof rule in Florida?

The rule says no more than 25% of a roof section can be repaired, replaced or recovered in 12 months unless the whole section is replaced or recovered. Roofs built or redone under the 2007 Florida Building Code or later are an exception, and only the repaired part must meet current code.
