Roofing in North Bay Village, Florida

North Bay Village is three islands in Biscayne Bay, built up through dredging and bulkheading starting in the 1940s, and the first of them were filled after 1940. That history explains a lot about the roofs you see here. Most of the housing is in large buildings, and the median home was built in 1985. Roof work in this village runs through a city building department, not the county.

Roof age

Roofs in North Bay Village probably date back to a range of decades, depending on when each building went up

The median home in North Bay Village was built in 1985, with a margin of error of plus or minus 8 years. Nearly half of the housing stock, 45.1 percent, went up before 1980. Only 9.8 percent was built in 2010 or later. That suggests many roofs here have already passed 25 years of age.

Age matters for insurance. When a roof is older than 25 years and uses a soft covering like shingle, Citizens Property Insurance wants paperwork proving at least five years of remaining useful life. Hard roofing such as tile, slate, clay, concrete or metal faces a 50-year threshold instead. Ask your insurer or agent which category your roof falls into before any work starts.

Permits and review

Who permits roof work in North Bay Village?

Roof permits in this village are issued by the City of North Bay Village Building Department. The city's official page confirms that the building and permit function sits there. Call or visit that office to confirm current requirements for your address before you sign a contract.

A permit does not start the clock indefinitely. Work must begin within 6 months after a permit is issued, or the permit lapses under the Florida Building Code, and a pause or abandonment lasting 6 months also voids it. Work stays in active progress only while it keeps receiving approved inspections within 180 days.

Current code applies to new permit applications. Florida's Eighth Edition of the 2023 Florida Building Code took effect on December 31, 2023. Starting December 31, 2026, the Ninth Edition takes over, so any permit application filed on or after that day has to meet its terms.

Repair versus replacement

Partial re-roofing rules for older roofs

Under the 25 percent rule, you can repair or replace only so much of a roof within a 12-month window before the entire system must be brought up to current code. In a village where many roofs are older than 25 years, this rule often decides whether a partial repair is allowed.

Miami-Dade County is one of two counties in the High Velocity Hurricane Zone, which carries the strong hurricane provisions adopted after Hurricane Andrew. Those stricter provisions shape what a building official will accept on any roof here.

  • Three islands in Biscayne Bay on the 79th Street Causeway (Harbor, North Bay and Treasure), created by dredging and bulkheading in the 1940s; Harbor Island is mostly multi-family buildings.
  • The village's 'Resilient NBV' program offered a 50% discount on select home-improvement permits: impact windows and doors, solar panels and generators.
  • 88.6% of housing units are in buildings with 10 or more units.
  • Water makes up 54.7% of the place's total area.

Storms and rain

Storms and rain in North Bay Village

On average, Miami International Airport records 67.41 inches of rainfall annually, with 76.6 percent arriving between May and October. June is the wettest month. Atlantic hurricane season stretches from June 1 through November 30, and storm activity peaks mostly between mid-August and mid-October.

NOAA Atlas 14 estimates a one-hour rain in a 10-year storm at 3.39 inches an hour, and a 24-hour rain in a 10-year storm at 8.43 inches. Water covers 54.7 percent of the village's total area, so drainage and roof edges matter here.

Does the 25 percent rule apply to my roof?

The 25 percent rule applies to any existing building in Florida. Within any 12-month period, repairs, replacements or overlays may cover at most 25 percent of the roof area, unless you replace the whole system. You are exempt if the roof you already have was built or fixed under the 2007 Florida Building Code or a newer one. Confirm how the rule applies to your roof with the building department.

How long does a roof permit stay valid?

If work does not begin within 6 months of the date a permit is issued, that permit is no longer valid. Work also counts as abandoned if it stays suspended for 6 months. Work in progress must pass an approved inspection within 180 days. Ask the building department how these clocks apply to your permit.

What does Citizens require for an older roof?

If your shingle roof is more than 25 years old, Citizens Property Insurance will want paperwork showing it has at least five years of useful life left.
