Center Hill, a 1.8-square-mile Sumter County town once called the green bean capital of the world, has a median home build year of 1980. Half its homes are that old or older, and 38.2 percent of its housing units are mobile homes. Both numbers shape the roof decisions here, from code work at a re-roof to insurer paperwork.

What a 1980 median build year means for your roof

Three of every four homes in Center Hill (74.2 percent) were built before 2000, ahead of Florida's first statewide building code. That code replaced the patchwork of local codes on March 1, 2002, after Hurricane Andrew exposed the old system, so the framing and original decks here went up under older rules.

A full re-roof is where the current code catches up. Once the old covering is off, the Florida Residential Code wants the deck fastened to its re-nailing table and a secondary water barrier laid before the new roof goes on (section R908.7). Mobile homes are 38.2 percent of the town's housing units, more than three times the Sumter County share of 11.3 percent, and insurers treat them differently. Florida Senate staff note that the 15-year roof rule in section 627.7011 does not apply to mobile home policies, while Citizens requires a 4-point inspection on mobile home applications for properties more than 20 years old. The town is also younger than its county: the median Center Hill resident is 36.9 years old, against 68.5 across Sumter County, where the median home was built in 2006. County growth has come almost entirely from The Villages, and only 16.3 percent of Center Hill homes date from 2010 or later.

Who permits and inspects roofs in Center Hill

Center Hill has no building department of its own. Sumter County Building Services issues roof permits in town, because the county took over building services for all five of its cities and the unincorporated area on April 1, 2025. Start with the county's Building Services page.

The county enforces the 2023 Florida Building Code, Eighth Edition, lists a Re-Roof / Roof-Over permit type, and gives its wind speed design criterion as 135 mph.

The code edition changes soon. Permit applications submitted on or after December 31, 2026 must comply with the Ninth Edition, so a Center Hill roof permitted in 2027 will be checked against newer text than one permitted in 2026.

FEMA major disaster declarations for Hermine, Irma, Ian, Nicole, Idalia, Debby, Helene and Milton all named Sumter County, the first in 2016 and the last three in 2024. Irma in 2017 and Milton in 2024 brought individual assistance for households as well as public aid. Milton's rain reached 11.71 inches at one county gauge and 9.36 inches at another near Oxford.

After Ian, FEMA's assessment team saw damage to hips and ridges more than any other kind, on newer and older roofs alike, according to the International Code Council's summary of its report. On a house built around 1980, the ridge line and the flashing at walls, chimneys and vents are where a post-storm look should start.

Who issues a roof permit for a house in Center Hill?

Sumter County Building Services issues it. Since April 1, 2025, the county has provided building services to all five of its cities, Center Hill included, and to the unincorporated area. For a replacement, ask for the Re-Roof / Roof-Over permit type. Reroofs are exempt from plan review, but the roof still has to pass a sheathing inspection during dry-in and a final roofing inspection.

How old are the roofs on Center Hill homes?

No agency publishes roof ages by town, but home ages are a strong clue. Center Hill's median build year is 1980, 74.2 percent of its homes predate 2000, and 16.3 percent were built in 2010 or later. For insurance, Florida counts a roof's age from the last date its whole surface was built or replaced (section 627.7011(5)(d)), and the date of the last roofing permit is one of the items a 4-point form records. Sumter County's Building Services FAQ answers 135 mph, and the county's figure governs Center Hill too. Code details such as roof sheathing nail spacing and drip edge fastening tighten as design wind speed rises. Did Hurricane Milton hit Center Hill?

Milton's federal disaster declaration, DR-4834, covered all of Sumter County, Center Hill included, for both individual and public assistance. Gauges the National Hurricane Center listed for the county caught between 3.69 and 11.71 inches. If nobody has looked at your roof since October 2024, Citizens' 4-point damage list makes a fair checklist: cracking, curling, heavy granule loss, exposed felt, loose or missing pieces, soft decking and attic leaks.
