Pasco County counted 561,891 people in the 2020 Census, and by July 2025 the Census estimate had grown to 674,516. Many of those homes sit under roofs of very different ages. Newer subdivisions in Wesley Chapel stand near 1970s stock in Elfers and Holiday. Your roof, your permit path and your storm exposure depend on which part of the county you live in.

Homes and roof age
How old are Pasco County homes and roofs?
The median Pasco home was built in 1992. That suggests many original shingle roofs are past 25 years old, though the county mixes old and new stock. About 28.2 percent of homes predate 1980, and 17.7 percent were built in 2010 or later.
The split shows up by town. In Wesley Chapel, 33 percent of housing units were built in 2010 or later, and in Trinity it is 30 percent. Elfers is 77 percent pre-1980 stock, and Holiday is 64 percent. A Wesley Chapel roof and an Elfers roof need different questions asked.
Mobile and manufactured homes make up 17.2 percent of county housing units, and 48 percent in Shady Hills. Those roofs follow different construction rules than site-built homes.
Code and wind
Which code and wind rules govern Pasco roofs?
Pasco falls outside the High-Velocity Hurricane Zone, a stricter regime reserved for Miami-Dade and Broward. Roofs here follow the regular Florida Building Code. The current edition arrived December 31, 2023, and the Ninth Edition takes over on December 31, 2026. Any permit application filed on or after that date must meet it. I did not have a wind design speed for Pasco, so confirm it with the county building office.
The 25 percent rule matters if you repair only part of a roof. If more than 25 percent of a roof section is repaired or replaced in 12 months, the whole section must be brought up to current code. One exception covers a roof built or replaced under the 2007 code or later. Pasco's median build year of 1992 means many roofs here will not qualify.
Roofing products sold in Florida as wind or impact protection must carry statewide approval. The Florida Building Commission search lets you look up a product by FL number, manufacturer or code version. A Miami-Dade Notice of Acceptance carries its own expiration date and is valid elsewhere only where the local building official allows it.

Who issues roofing permits in Pasco County?
Pasco County Building Construction Services handles county permits. Central Permitting offices operate in New Port Richey, Dade City and Land O' Lakes. Applications also run through the Pasco Gateway portal, which uses Accela.
A permit has clocks on it. It lapses if you do not start within 6 months of issuance, or if the job sits idle for 6 months. An inspection that passes within any 180-day stretch keeps the job alive. A filed application is treated as abandoned after 180 days unless you keep pursuing it.
Before the first inspection, a Notice of Commencement must be recorded and posted at the job site. The permit card warns that skipping it can mean paying twice for the improvements. Check that your contractor holds the right roofing license, because a general contractor must subcontract roofing unless certified or registered in that trade.

Storm record
What storms have hit Pasco County roofs?
Pasco has had FEMA major disaster declarations for Hermine in 2016, Irma in 2017, Ian in 2022, Idalia in 2023, and Debby, Helene and Milton in 2024. Irma brought coastal winds of 60 to 70 knots and damaged numerous homes. Ian damage was described as mostly minor and limited to shingles and downed trees.
Helene and Milton came weeks apart in 2024. Helene damaged at least 9,900 structures, most by storm surge in coastal parts of the county. Milton brought gusts of 55 to 65 mph, 59 mph near Zephyrhills, and 14.94 inches of rain near Dade City.
Wind is not the only roof hazard. NOAA lists 12 tornadoes, mostly EF0 to EF1, and 24 thunderstorm-wind reports for Pasco zones from 2016 through 2025. It also lists 7 lightning events, several involving house or building fires.
2024Hurricane Debby
- 6-10 in of rain (8.74 in near Zephyrhills); peak gust 44 mph near Land O' Lakes; 2.52 ft above MHHW at New Port Richey. FEMA major disaster declaration DR-4806 (Hurricane Debby, declared 2024-08-10) designates Pasco County; programs flagged: Public Assistance.
2024Hurricane Helene

At Saint Leo, the 1991 to 2020 normals show 53.46 inches of rain a year. June through August brings 24.72 inches of that. The station counts 77.4 days a year with at least 0.10 inch.
Single storms can top a year's worth of a season. Hermine dropped 15.40 inches 2 miles north-northeast of Port Richey, and Debby left 8.74 inches near Zephyrhills. Heavy rain finds weak flashing and worn shingle edges quickly.
Citizens Property Insurance sets age limits on roofs. It asks for documentation of at least five years of remaining useful life on roofs older than 25 years if soft, such as shingle, or 50 years if hard, such as tile or metal. Your own insurer or agent can tell you what your policy asks for.

What makes Pasco County different from other counties?
Water covers 268 of the county's 1,015 square miles of total area, or 26.4 percent. Pasco has more than 24 miles of coastline with homes, channels and marinas. In New Port Richey, 44 percent of the city lies in a Special Flood Hazard Area.
Zephyrhills requires a Certificate of Appropriateness before building permits for repairs to contributing structures in its historic district. National Register districts also exist in Dade City and St. Leo. If your home is in one, ask the city before choosing a roof material.
About 7 percent of housing units are seasonal, recreational or occasional-use homes. Owners who are away for months should confirm who inspects the roof after each storm. The county also has a median resident age of 43.4, and 21.9 percent of residents are 65 or older.
