How old the homes are and what that does to roofs

About 50.5 percent of homes here were built before 1980. A shingle roof on an original 1970s house has almost certainly been replaced at least once. Many of the roofs on later homes are likely nearing the end of their life now.

Age drives insurance paperwork. Citizens Property Insurance asks for documented proof of at least five years of remaining useful life once a shingle roof passes 25 years. For tile, concrete or metal, that threshold is 50 years. Ask your own insurer or agent which rule applies to your policy.

The 25 percent rule and your repair

Florida's 25 percent rule says you cannot repair, replace or recover more than 25 percent of a roof section in 12 months without redoing the whole section. A roof already built or redone under the 2007 code or later gets an exception, and in that case the current code applies only to the part you touch. A local government cannot add its own amendment to that exception.

With a median build year of 1980, plenty of homes here were built before 2007, but a roof falls under the 2007 exception only if that roof itself was built, repaired or replaced in compliance with the 2007 Florida Building Code or later, which took effect March 1, 2009. For those, a large repair on one slope can turn into a full replacement of that slope or the whole roof.

Permit timing matters too. Once Hillsborough County issues your permit, the clock is 6 months to begin work. The Ninth Edition of the code takes effect December 31, 2026, and applications filed on or after that date follow it.

The area sits about 45 feet above sea level and roughly 7 miles northwest of downtown Tampa. Lakes and ponds make up 5.2 percent of the CDP's 6.23 square miles by area, so rain is the main roof worry, ahead of surge.

The airport next door logs 49.48 inches of rain in a normal year, with roughly three-fifths of it arriving June through September. A 100-year storm here drops 11.8 inches in 24 hours, by NOAA's Atlas 14 figures. Flashing, valleys and gutters take the load.

Hurricane Eta in 2020 brought up to 10.64 inches of rain near Sun City Center and 3 to 4 feet of surge in the Tampa Bay area. Hermine in 2016 caused freshwater flooding in Hillsborough County. After any storm, check the roof from the ground before anyone climbs up.

What is the 25 percent roof rule in Florida?

It limits repairs to 25 percent of a roof section in any 12 months. If the damage spreads beyond that point, the entire section will need to be replaced or restored. The exception applies to roofs built or redone under the 2007 code or later. What is the 15 year roof rule in Florida?

A homeowner's policy cannot be denied or left unrenewed in Florida only because the roof is under 15 years old, according to state law. For a roof 15 years or older, the insurer must let the homeowner have an authorized inspector check it at the homeowner's expense, and it may not refuse or non-renew solely for age if the inspection shows 5 or more years of useful life left (Fla. Stat. 627.7011(5)). Authorized inspectors include licensed roofing contractors, home inspectors and engineers.
