Mainland or barrier island: what changes on a Melbourne roof

The National Weather Service's Matthew report is blunt about where wind hurt Brevard in 2016: structural damage was confined mainly to the barrier islands and to properties exposed to larger bodies of water. Matthew's peak gust was 70 mph at Melbourne International and 87 mph at Satellite Beach.

So a Melbourne roof gets judged on two scales. On the mainland the first question is age: the city's median home dates from 1985 (Brevard: 1988), and 39% of homes predate 1980. On the island side, exposure comes first, and the ridges, eaves and soffits that wind attacks deserve the closest look.

Melbourne also rents more than the county does. Owners occupy 59.7% of its occupied homes, against 76.7% countywide, and detached houses are 57.2% of the housing stock. More roof decisions here pass through landlords and condominium associations, and for them the paperwork, from 4-point forms to reserve studies, can matter as much as the shingles.

Storms

Causeways, tornadoes and Melbourne's storm record

During Hurricane Ian in 2022, flooding closed the Eau Gallie Causeway, SR-518. Irma in 2017 pushed waterspouts ashore from the Atlantic and the Indian River as tornadoes, including EF-1s at Indialantic and at Turkey Creek in Palm Bay. Milton's gusts in 2024 ran 50 to 70 mph over most of Brevard and reached 80 closer to the coast, where its one confirmed tornado, an EF-1, struck Cocoa Beach.

Wind-driven rain is what turns a storm into a ceiling stain. FEMA's assessment teams name damaged coverings, lost ridge vents and failed soffits among the main paths for water, and once insulation and walls get wet, algae and mold follow.

Melbourne International averages 50.79 inches of rain a year, 20.27 of them from June through August, with 62.8 days a year at 90°F or hotter. Water is 11.6% of the city's area in the 2020 Census, 5.8 of 50.0 square miles; the city gives its own size as 51.59 square miles.

Melbourne's review board and its neighbors' permit rules

Melbourne has a Historic & Architectural Review Board. If your house falls under its review, a new roofing material or color may need the board's sign-off as well as a permit, so ask the city before you order tile, metal or a new shingle color.

Next door, the rules shift by town. West Melbourne says that under HB 803 (2026) roofing still needs a permit regardless of value, and that homes in a flood zone do not qualify for the exemption. Melbourne Village says roofing is not exempt from permits under HB 803. Brevard County publishes address-level wind speed maps for permitting.

The City of Melbourne Building Section, part of the Code Compliance Division, for any address inside city limits. Neighboring towns keep their own offices: West Melbourne has its own Building Department, and Melbourne Village handles its own permits. Addresses in unincorporated Brevard go to the county's Planning & Development office. Check which side of the city line you are on before filing, because only the right office can issue your permit.

Do beachside Melbourne homes face tougher wind rules?

They can, through the wind speed assigned to each address and the debris-region rule, not through a separate code. Brevard publishes address-level wind speed maps, and the Florida Building Code treats land within 1 mile of the coastal mean high water line as a wind-borne debris region wherever the design speed is 130 mph or more. Matthew's 87 mph gust at Satellite Beach, against 70 mph at Melbourne International, shows how much exposure matters. Look up your address before comparing roof bids.

How old are Melbourne's homes?

The median Melbourne home was built in 1985; Brevard's median is 1988. Some 39% of the city's homes predate 1980, and 9.4% were built in 2010 or later. That spread shows up at re-roof time. Every Melbourne re-roof adds a secondary water barrier once the old covering is off, and a deck still held by staples or 6d nails gets supplemental ring-shank nails, whatever the house's age.

Will a Melbourne roof permit filed in 2027 fall under a new code?

Yes. The Florida Building Code's 9th edition takes effect December 31, 2026, and every permit application submitted on or after that date must comply with it; applications filed before then stay on the 8th edition, in force since December 31, 2023. The City of Melbourne Building Section applies the edition that matches your filing date, so a re-roof planned for the winter should be filed with that in mind.

How hard does it rain in Melbourne?

Hard, and in short bursts. Melbourne International averages 50.79 inches a year, but NOAA Atlas 14 puts the city's 10-year, 5-minute rate at 10.5 inches an hour and its 100-year, 60-minute rate at 4.32. A gutter or flat-roof drain that copes with the yearly total can still overflow in five minutes of July rain, which is why both are sized on intensity.
