What a 2010 median build year means for Groveland roofs
Half of Groveland's 8,497 housing units (50.9%) went up in 2010 or later, and only 17.4% are older than 2000. Many roofs in town are likely still the builder's original. A shingle roof put on in 2010 turned 15 in 2025. Fifteen matters: under Fla. Stat. 627.7011(5), an insurer cannot refuse a policy for roof age alone before then, and after it the owner can answer with a paid roof inspection showing five or more years of life left.
The build year also sets which side of the 25% rule a roof is on. The 2007 Florida Building Code took effect on March 1, 2009, so most homes built here from 2010 on were permitted under it or a later edition. Florida law treats those roofs more gently: under Fla. Stat. 553.844(5), when 25% or more of one is repaired, only the repaired part has to meet the current code. An older roof that has not been replaced since then is capped: repair more than 25% of a section in 12 months and the whole section must be redone.
The people making these calls are mostly the people living under the roof. Owners occupy 87.1% of Groveland's occupied homes, and the median resident is 40.8 years old. Mobile homes are just 0.6% of the housing, against 16.3% across Lake County, so nearly every roof here sits on a site-built house.

Hurricane Milton in 2024 dropped 11.26 inches on a rain gauge 5.1 miles northeast of town, and the Leesburg airport logged a 72-knot gust. FEMA named Lake County in major disaster declarations for Matthew in 2016, Irma in 2017, Ian and Nicole in 2022, Idalia in 2023, and Debby and Milton in 2024. A roof here has to shed that water at the ridges, vents and flashing, and its gutters have to move it fast.

Who permits a Groveland roof, and what else is on record
Groveland runs its own building permits. The City of Groveland Building Division says it issues residential and commercial permits to the city's property and business owners, so a re-roof inside city limits is filed with the city rather than Lake County's Office of Building Services, which handles unincorporated land.
A re-roof needs no plan review in Florida, but it does need a sheathing or dry-in inspection and a final roofing inspection under the 2023 Florida Building Code, section 110.3. Who issues roof permits in Groveland?
The City of Groveland Building Division. Its official page says the division issues residential and commercial permits to Groveland's property and business owners, so a re-roof or a new home inside city limits goes there. Land outside the city falls to Lake County's Office of Building Services. Florida's code requires a permit to alter or repair a building, but lets the building official allow ordinary minor repairs without one, so ask the division about small jobs.

How hard did Hurricane Milton hit Groveland?
Hard on rain. NOAA's storm report lists 11.26 inches at a CoCoRaHS gauge 5.1 miles northeast of Groveland, more than any other Lake County gauge in our county record, and a 72-knot gust at the Leesburg airport. After a storm like that, the weak points on a roof are the ridge, hips, vents and flashing, and the inside often shows it first: look for new ceiling stains or wet insulation in the attic.

How much rain should Groveland gutters be built for?
More than the yearly total suggests. NOAA's 1991-2020 normals give 43.78 inches a year at the Leesburg airport and 50.64 at the Clermont 9 S station in south Lake County, with 19.49 and 23.48 inches falling in June through August. Gutters are sized for the short burst inside a storm, and NOAA's Atlas 14 puts a 10-year, five-minute burst at Groveland at 9.2 inches an hour.
