How the 25 percent rule applies when you are repairing a roof

Florida Building Code section 1511.1.1 limits repairs to 25 percent of the roof area in any 12-month period. If the damage passes that threshold, the whole roof section has to be replaced or covered with a new layer. An exception exists for a roof that itself was built, repaired or replaced under the 2007 Florida Building Code or later.

Because Oak Ridge is an unincorporated census-designated place, roof permits come from the Orange County Division of Building Safety. Applications and inspection requests go through its Fast Track portal online. The county, not a city hall, decides whether your job needs a permit.

After the permit goes out, a countdown begins that you need to track. Should work fail to begin within 6 months of issuance, or should it halt for 6 months, the permit lapses. Passing an inspection within 180 days is what keeps the job officially in progress.

Under Fla. Stat. 627.7011(5), a homeowner's policy cannot be refused or renewed only because the roof is younger than 15 years. When a roof is 15 years or older, the insurer has to allow an authorized inspector to examine it, with you covering that cost. When that inspection finds at least 5 years of useful life remaining, the insurer cannot refuse or decline to renew based on age alone.

Florida Building Code section 1511.1.1 says no more than 25 percent of a roof section may be repaired, replaced or recovered in any 12-month period. Beyond that threshold, you will need to replace or recover the entire roof section.
