Plant City, the winter strawberry capital of the world, sits on Interstate 4 in northeastern Hillsborough County, roughly midway between Brandon and Lakeland. Its median home was built in 1989, and 69.7 percent predate 2000. What Plant City's housing stock means for its roofs

Plant City's houses run older than the county's. The median home here dates to 1989, two years older than Hillsborough's 1991, and 69.7 percent were built before 2000, against 62.5 percent countywide. A third, 33 percent, went up before 1980, and only 13 percent date from 2010 or later.

Most of those decks were nailed before Florida's statewide code arrived on March 1, 2002. A re-roof is when the current code reaches them: whenever the covering is removed and replaced, the residential code calls for re-nailing the deck to its table and adding a secondary water barrier (R908.7). Single-family detached homes make up 67.6 percent of the 15,482 housing units, and owners live in 66.4 percent of occupied homes, above the county's 61.5 percent, so most roof calls here are made by the family under the roof.

Mobile homes are 5.8 percent of the city's housing units, near the county's 6.5 percent, and their insurance works differently: Senate staff note the 15-year roof rule does not reach mobile home policies. Roof inspections in Plant City explains what applies instead.

Rain and storms on the county's east side

Plant City's NOAA station averages about 56.1 inches of rain a year under the 1991-2020 normals, the wettest of six Tampa Bay-area stations in our data and well above the 49.48 inches at Tampa International Airport. About 61 percent arrives June through September. NOAA Atlas 14 puts the city's 10-year, five-minute burst at 9.44 inches an hour.

Irma's center passed between Tampa and Orlando as a category 1 hurricane early on September 11, 2017, across the inland stretch where Plant City sits. In 2024, Debby, Helene and Milton each drew FEMA disaster declarations for Hillsborough County, and Milton's rain pushed the Hillsborough River to record crests.

FEMA's assessment teams list wind-damaged roof coverings as a main path for water into a house, and after Ian the damage they saw most was along hips and ridges. On a Plant City house built around 1989, check the ridge line and the flashing at walls and vents first after a storm.

Plant City is one of three Hillsborough cities that issue their own building permits, so a roof permit inside city limits comes from the City's Building division in Development Services, not the county. Neighbors outside the line, such as Valrico and Thonotosassa, are unincorporated and go to Hillsborough County's Building Permits & Records office.

Who issues roof permits in Plant City?

The City of Plant City does, through the Building division of its Development Services department, for any address inside city limits. Just outside the line, in places like Valrico or Thonotosassa, Hillsborough County's Building Permits & Records office takes over. The statewide code runs the job either way: reroofs skip plan review but get a sheathing inspection with the dry-in, then a roofing inspection of the dry-in, insulation, coverings and flashing.

More than most of the Tampa Bay area. The city's NOAA station normal is about 56.1 inches a year, with roughly 61 percent falling June through September. Intensity matters more for gutters and drains: NOAA Atlas 14 gives 9.44 inches an hour for a 10-year, five-minute burst at the city's Census point and 12.5 for the 100-year version, and a 10-year storm drops 6.13 inches in a day.

The median home was built in 1989, give or take two years, and 69.7 percent predate 2000. A third, 33 percent, are from before 1980, and 13 percent from 2010 or later. Your roof's age can differ from the house's: for insurance, it counts from the last date the whole roof surface was built or replaced (Fla. Stat. 627.7011(5)(d)), and the 4-point form asks for the date of the last roofing permit, which the City's Building division can look up.

Did Hurricane Milton affect Plant City?

Milton's federal disaster declaration, DR-4834, covered all of Hillsborough County for individual and public assistance. The National Hurricane Center reports widespread river and urban flooding in the Tampa area and record-high crests on the Hillsborough River. If nobody has looked at your roof since October 2024, the damage list Citizens gives inspectors is a fair start: curling, granule loss, exposed felt, loose or missing pieces, soft decking and stains in the attic.
