Roofing in Madeira Beach, Florida

In 2024, a USGS sensor at Madeira Beach recorded 7.26 feet above mean higher high water during Hurricane Helene, with significant waves riding on top. That is a surge height that reaches roofs, soffits and attached structures, not just the beach. If you own or manage a building here, the age of the roof and the rules that apply after storm damage matter more than usual.

Housing age

How housing age in Madeira Beach affects the condition of your roof

Most homes in this area date to around 1974, give or take 3 years. About 83.1 percent of homes were built before 2000, and 61.2 percent before 1980. Only 4.9 percent were built in 2010 or later. Many roofs on these older buildings are likely past 25 years old, which is the age where Citizens Property Insurance asks for extra documentation.

Citizens requires documentation showing at least five years of remaining useful life for roofs older than 25 years if the roof is a shingle type, and for roofs older than 50 years if it is a hard roof such as tile, slate, clay, concrete or metal. If your roof is older than that, ask your insurer or agent which form they need before a renewal or inspection. Do not assume your current policy already accounts for roof age.

Florida code

The 25% roof rule and what it means for repairs here

Florida code limits how much of a roof can be repaired or replaced in any 12-month period without bringing the whole roof covering up to current code. Not more than 25 percent of the total roof area can be repaired, replaced or recovered in that window unless the entire roof system is replaced or recovered. This matters after a storm, when several sections may need work at once.

Older buildings in this city often fall under the exception for roofs built or repaired to the 2007 Florida Building Code or a later edition, which limits the required upgrade to the repaired section. Florida's Eighth Edition of the 2023 Building Code went into force on December 31, 2023, and the Ninth Edition is set to follow on December 31, 2026. Confirm with the City of Madeira Beach Building Department which edition applies to your permit.

  • Hurricane Helene (2024): a USGS sensor at Madeira Beach measured 7.26 ft above MHHW with significant waves on top, and a USGS camera captured the surge and the beach erosion that followed.
  • John's Pass was carved by the 'Gale of '48' (1848); dredging in the 1950s and 1960s expanded the city's land, and many beach condos and hotels were built in the 1970s and 1980s.
  • Water covers 69.2% of the place's total area.

Permits

Who issues roofing permits in Madeira Beach

The City of Madeira Beach runs its own Building Department, which issues roofing permits for work inside city limits. Permit contacts and forms are listed on the city's building department page. Because the city issues its own permits, rules set by the county office do not apply in the same way to city work.

Before work starts, a Notice of Commencement must be recorded and posted on the job site before the first inspection. Without one, the Florida Building Code warns the owner may end up paying twice for the same improvements. Ask the building office whether your contract amount triggers the copy requirement under Florida Statute 713.135.

Weather risk

Storms and rain that affect Madeira Beach roofs

Water covers 69.2 percent of the city's total area, so roofs here sit close to surge and wind-driven spray. In Hurricane Eta in 2020, areas between St. Pete Beach and Madeira Beach had up to a couple of feet of storm surge inundation. Pinellas is a peninsula bounded by the Gulf and Tampa Bay, with 587 miles of coastline.

Rain here is heavy in a short time. NOAA Atlas 14 puts a 1-hour rain in a 10-year storm at 2.84 inches an hour, and a 24-hour rain in a 100-year storm at 13.4 inches. Normal yearly rain at St. Petersburg is 52.48 inches, and about 62 to 63 percent falls June through September. That is roughly two-thirds of the year's rain in four months, so check flashing and drainage before the summer season starts.

Questions

Madeira Beach roofing questions

What is the 25% roof rule in Florida?

Under the 25% rule, if repairs, replacements or recovering touch more than a quarter of an existing roof within any 12 months, the full roof covering must meet current code. Not more than 25 percent of the total roof area can be changed in that window unless the entire roof system is replaced or recovered. Roofs built or repaired under the 2007 Florida Building Code or any later version are exempt from this requirement. Confirm how the rule applies to your roof with the City of Madeira Beach Building Department before you sign a contract.

What is the new law in Florida about roofs?

December 31, 2023 marked the start of the Eighth Edition of the 2023 Florida Building Code, while the Ninth Edition is scheduled to become effective December 31, 2026. Any permit application or set of plans filed on or after that date has to conform to the newer edition. Madeira Beach issues its own roofing permits, so ask the City of Madeira Beach Building Department which edition applies to your job. Do not assume the rule that applied to a past repair still applies.
