Roofing in Horizon West, Florida

Horizon West began as a plan adopted in 1995, and Orange County now calls it the fastest growing community in unincorporated Orange County. Most of its roofs are young. The Census puts the median home at 2014, so few roofs here are near the ages insurers question. Permits come from the county, not a city.

How old are the roofs in Horizon West?

About 73.7 percent of homes here were built in 2010 or later. Countywide, that share is 19.3 percent. Only 1.1 percent of Horizon West homes predate 1980, against 26.1 percent across Orange County. A Horizon West home is nearly four times as likely to be recent construction as one elsewhere in the county.

That suggests most roofs here are well under 25 years old. Citizens Property Insurance asks for documented remaining life on shingle roofs older than 25 years and on hard roofs older than 50 years. Few homes in your neighborhood are likely to reach that line soon. Check your own roof's install date, because a young community still has some older homes.

Who issues roofing permits in Horizon West?

With 58,101 residents spread over 32.8 square miles and no city government, Horizon West relies on the Orange County Division of Building Safety for roof permits. The county's Fast Track portal handles new filings and inspection requests online. The same division enforces the Florida Building Code and the county's own construction rules.

Permits run on clocks. One lapses if work does not start within 6 months of issue, or if it stalls for 6 months. A filed application counts as abandoned after 180 days unless you keep pushing it forward, though 90-day extensions are possible. Your Notice of Commencement has to be recorded and posted on site ahead of the first inspection, or you may end up paying twice for the work.

A new code edition arrives December 31, 2026, when the Ninth (2026) Edition becomes effective. Anything submitted on or after that day must follow it. Permits filed before then fall under the 2023 edition that took effect December 31, 2023. With homes still going up across Horizon West, ask the county which edition your reroof falls under if your filing date sits near that cutoff.

What the 25 percent rule means for repairs

Florida's code sets a limit on piecemeal work: repairs, replacement or recovering may touch no more than 25 percent of a roof section in any 12-month period. Go past that and the entire section has to be redone. One exception exists for roofs built or replaced under the 2007 Florida Building Code or a later edition.

For those newer roofs, only the repaired portion has to meet today's code. Because 73.7 percent of Horizon West homes date from 2010 or later, many roofs here likely qualify. That suggests small repairs are often simpler here than in older parts of Orange County. Confirm with the county building office before you assume it applies to your house. Local governments cannot add their own amendments to that exception.

Heavy rain here is short and hard. A 1-hour rain in a 10-year storm falls at 2.83 inches an hour. A 100-year storm drops 10.2 inches in 24 hours. Hurricane Irma in 2017 brought a peak gust of 69 knots at Orlando International, and Hurricane Ian in 2022 killed a man who fell from a ladder clearing roof debris.
