Why Coleman roofs start from an older base

A 1974 median build year means most Coleman houses were framed and decked more than two decades before Florida's first statewide building code took effect on March 1, 2002. Only 1.9 percent of homes here were built in 2010 or later, against 36.2 percent across Sumter County.

Older framing is not a verdict on a roof, but it changes the work. Since Florida's 2007 rules under section 553.844(3), a roof replacement on a site-built single-family home has to include a secondary water barrier and stronger roof-deck attachment. On a 1970s deck, the roofer and the county inspector will both want to know what the original nails are.

Mobile homes are 32 percent of Coleman's housing units, nearly three times the county share of 11.3 percent, and 72.2 percent of occupied homes are owner-occupied. The median resident is 34.9 years old, about half the county median of 68.5, so this is a town of younger owners in older houses.

Coleman does not issue its own building permits. Sumter County Building Services has provided building services to all five cities in the county and the unincorporated area since April 1, 2025, and its Building Services page lists a Re-Roof / Roof-Over permit type.

The county enforces the 2023 Florida Building Code, Eighth Edition, and states a 135 mph design wind speed. Permit applications submitted on or after December 31, 2026 must meet the Ninth Edition instead.

Irma in 2017 put 8.57 inches on a Wildwood gauge and 9.18 inches on one near The Villages, and FEMA's DR-4337 opened individual assistance to Sumter County households. Milton in 2024 did the same under DR-4834, after county gauges caught up to 11.71 inches.

Ian and Nicole in 2022, Idalia in 2023, and Debby and Helene in 2024 all brought public assistance declarations for the county as well. With the town's 1.5 square miles all land, every inch of that rain ran off roofs and into yards rather than to a lake inside town limits.

Who permits roof work in Coleman?

Sumter County Building Services. A City of Bushnell release quotes the County Administrator saying that, with Bushnell joining on April 1, 2025, the county provides building services to all five of its cities, Coleman among them, and to the unincorporated area. For a full replacement, the county's permit list includes a Re-Roof / Roof-Over type. Reroofs are exempt from plan review, though the sheathing and final roofing inspections still apply.

How old are Coleman's homes?

Mostly older. The median Coleman home was built in 1974, 91.2 percent were built before 2000, and 1.9 percent date from 2010 or later, by the Census Bureau's 2020-2024 survey. Sumter County as a whole has a median build year of 2006. For insurance, a roof's age counts from the last date its whole surface was replaced, so the permit history matters more than the year the house went up.

Are mobile homes common in Coleman?

Yes. Mobile homes make up 32 percent of Coleman's housing units, against 11.3 percent across Sumter County. That matters for roofs and insurance: Florida Senate staff note the 15-year roof rule in section 627.7011 does not apply to mobile home policies, and Citizens requires a 4-point inspection on mobile home applications for properties more than 20 years old. Owners should ask their insurer how roof age is judged on their policy.

What wind speed and code edition apply to a Coleman roof?

Sumter County Building Services, which permits Coleman roofs, gives a design wind speed of 135 mph and enforces the 2023 Florida Building Code, Eighth Edition. Coleman is not in the High-Velocity Hurricane Zone, which the code limits to Broward and Miami-Dade counties. Permit applications filed on or after December 31, 2026 move to the Ninth Edition, so the application date decides which text governs a re-roof planned around the new year.
