Mobile homes, condos and 1970s houses under one city's roofs

Largo's 46,806 housing units split three ways. Mobile homes are 26.1% of them, buildings with five or more units hold 30.2%, and detached houses only 29.5%. Across Pinellas County mobile homes are 9% of housing, so Largo's share runs close to three times the county figure.

Insurance follows the same split. Citizens wants a 4-point inspection with any mobile home application once the property passes 20 years, while the state's 15-year roof rule, by Senate staff's reading, leaves mobile home policies out. The Largo roof inspection page sets the two side by side.

The median Largo home was built in 1978; 56.5% went up before 1980 and 87% before 2000, ahead of Florida's first statewide building code of March 1, 2002, while only 6.1% date from 2010 or later. Condo and apartment roofs answer to boards and landlords, and owners occupy 61.7% of Largo's occupied homes. Largo's Building Division and its substantial-damage review

Roof permits for Largo addresses come from the City of Largo's Building Division, not from Pinellas County. The city also runs a Substantial Damage Inspection and Assessment Process for homes in a Largo flood hazard area that were damaged during the hurricanes; if yours took damage, ask the Building Division whether that review applies before roof work is booked.

By area Largo is mostly dry land: water covers 5.0% of it, against 68.1% of the county's total area. The city's damage review shows that its flood hazard areas still matter after a storm.

Its neighbors use four different offices. Seminole and the Town of Belleair run their own building departments, Belleair Beach and Belleair Shore go through Pinellas County's Building Services, and Belleair Bluffs moved its permits to SAFEbuilt on August 15, 2025. What the 2024 storms left on Largo's side of Pinellas

NOAA's hurricane reports give Pinellas readings for named sites, not for Largo itself. In 2024 Debby put a 55-knot gust on Clearwater Beach, Helene pushed a USGS sensor there to 6.75 feet above mean higher high water, and Milton brought hurricane conditions from Clearwater Beach southward.

Who issues roof permits in Largo?

The City of Largo's Building Division, for every address inside the city limits; Pinellas County's Building Services covers unincorporated areas and six small cities, but not Largo. A re-roof is exempt from plan review under the Florida Building Code, yet it still needs the permit and two inspections: the sheathing, usually at dry-in, and the finished roofing. Does Florida's 15-year roof rule protect a Largo mobile home?

Not as written. Fla. Stat. 627.7011(5) bars an insurer from refusing or non-renewing a homeowner's policy solely because the roof is under 15 years old, but Senate staff note the section does not apply to mobile home policies. With mobile homes at 26.1% of Largo's housing, that gap reaches many owners. Citizens still asks for a 4-point inspection, roof included, on mobile home applications once the property passes 20 years. Ask your insurer or agent how your own policy treats roof age.

What is Largo's Substantial Damage Inspection and Assessment Process?

It is the City of Largo's review, run through its Building Division, for homes in a city flood hazard area that were damaged during the hurricanes. Pinellas County research groups it with the post-storm 50% substantial-damage rules that St. Pete Beach and Redington Shores post. If your house is in a flood hazard area and took storm damage, ask the Building Division how the process touches your repair or re-roof before you sign a contract.

How old are most houses in Largo?

The median Largo home was built in 1978, a year younger than Pinellas County's 1977 median. In the Census Bureau's 2020-2024 survey, 56.5% of the city's homes predate 1980, 87% predate 2000, and 6.1% were built in 2010 or later. Your roof's age is a separate number: for insurance, Florida counts it from the last date 100% of the roof's surface was built or replaced (Fla. Stat. 627.7011(5)(d)), and the 4-point form asks for the date of the last roofing permit.
