Sumter County's homes are young by Florida standards: the median one was built in 2006, against 1988 statewide. That makes the typical house here 20 years old this year. If it still has its first roof, that roof is past the 15-year mark Florida insurers watch, and its replacement will be built to today's wind code.

What Sumter County's build years mean for your roof

Before you call roofing companies in Sumter County, Florida, look up the year your house was built; it predicts most of what a roofer will find. The Census Bureau's 2020-2024 survey counts 84,068 homes in the county. Of those, 36.2% were built in 2010 or later, against 14.2% statewide, and only 29.4% before 2000, against 67.7% for Florida.

Those build years sort Sumter roofs into three groups:

  • Built in 2010 or later. These homes went up after the 2007 Florida Building Code took effect on March 1, 2009. On a roof built to that code or a later one, a repair covering 25% or more of a section only has to bring the repaired part up to current code (Fla. Stat. 553.844(5)).
  • Built from 2000 to 2009. Those from 2006 or earlier are now 20 or older, and Citizens Property Insurance requires a 4-point inspection on applications for homes more than 20 years old. Any original roof in this group is older than 15.
  • Built before 2000. These houses predate the single statewide code that replaced local codes on March 1, 2002. A re-roof now brings deck nailing to the current table and adds a secondary water barrier (FBCR R908.7), rules Fla. Stat. 553.844(3) required by October 1, 2007, so a roof last replaced before then was never held to them.

The people under these roofs are older than Florida as a whole. The county's median age is 68.5, against 42.6 statewide, and 87.6% of occupied homes are lived in by their owners (Florida: 67.6%). Mobile homes are 11.3% of the housing, above the state's 8.0%, and Florida's 15-year roof rule does not reach mobile home policies, as our Sumter County inspection page explains.

Growth explains the young stock. The 2020 Census counted 129,752 people here, and the 2020-2024 survey estimates 143,408. That growth has come almost entirely from the expansion of The Villages.

Permits

Who issues roof permits in Sumter County

Since April 1, 2025, when Bushnell joined, Sumter County Building Services has provided building services to all five cities, Bushnell, Center Hill, Coleman, Webster and Wildwood, and to the unincorporated county. That includes the Sumter County side of The Villages.

The office enforces the 2023 Florida Building Code, 8th edition, and lists a Re-Roof / Roof-Over permit type. Its fee schedule prices residential re-roof permits in two groups: shingle, rolled or built-up roofs, and metal, clay tile or concrete roofs.

Under the code, a re-roof needs no plan review (FBC-B 107), but it is inspected twice: the sheathing and dry-in, then the finished roof covering and flashing (FBC-B 110.3). If you have been told about a Sumter County roofing inspection affidavit, Building Services is the office that can say which forms your permit needs.

The Villages also reaches into Marion County, outside Sumter's jurisdiction. For a home on that side, check with Marion County's building department.

Wind and code

A 135 mph county outside the High-Velocity Hurricane Zone

Sumter County Building Services answers the wind question in its own FAQ: the county's wind speed design criterion is 135 mph. That figure shapes how roof sheathing is nailed on new homes and which wind ratings roof products must carry.

Sumter is not in the High-Velocity Hurricane Zone. The Florida Building Code limits that zone to Broward County and Miami-Dade County, so roofs here follow the standard code chapters, not the HVHZ rules that demand a permit for every roof repair.

At 135 mph the county also sits below 140 mph, the speed at which the code makes any area a wind-borne debris region. For a single address, the design speed comes from the ASCE hazard tool that the state's wind mitigation form points to; the form sorts homes into regions, and Region 2 covers 130 to 139 mph.

Storm record

Eight FEMA disaster declarations since 2016

FEMA has issued eight major disaster declarations that designated Sumter County since 2016: Hermine in 2016, Irma in 2017, Ian and Nicole in 2022, Idalia in 2023, and Debby, Helene and Milton in 2024. Irma and Milton opened Individual Assistance to households here. The other six designated the county for Public Assistance only.

Rain gauges show what those storms delivered. NOAA's report on Milton lists 11.71 inches at the Lady Lake 4.3 SSW gauge and 9.36 inches at Oxford 0.8 SW, both Sumter County sites, plus 8.78 inches at The Villages 2.8 ESE. Irma left 9.18 inches at The Villages 2.7 NNW and 8.57 inches at Wildwood II. Hermine's total at Bushnell 1.0 NNW was 6.54 inches.

After a storm like these, look at the top of the roof first. FEMA's assessment of Hurricane Ian found damage to hips and ridges the most common roof damage, on newer and older roofs alike, and its Hurricane Michael advisory traced water intrusion to lost ridge vents and soffits. Heat and rain on a Sumter County roof

NOAA's 1991-2020 normals for the Bushnell 1 E station put the average daily high at 81.8°F and the average daily low at 57.4°F. That station has no published rainfall normal, so for rain this page uses the NOAA Atlas 14 point at The Villages, the default point for Sumter County in our data.

There, NOAA's 10-year storm rains at 9.55 inches an hour over its worst five minutes and drops 2.83 inches in its worst hour. Over a full day, the 10-year storm totals 6.13 inches of rain and the 100-year storm 10.8. Local rules

The Villages' architectural review and other local rules

In The Villages, any change to the outside of a home needs an Architectural Review Application under the community's Declaration of Restrictions, and the Architectural Review Committee reviews more than 300 applications a week. The community's standards put that application on the homeowner.

A new roof in a different color, material or profile changes the outside of the home. Ask Community Standards whether your project needs review before you sign a contract, and leave time for it in your schedule.

The Villages is run by community development districts. Chapter 190, Florida Statutes, lets those districts adopt rules for external architectural control.

  • Building Services enforces the 2023 Florida Building Code (Eighth Edition) and lists a 'Re-Roof / Roof-Over' permit type.
  • With Bushnell joining on April 1, 2025, Sumter County provides building services to all five cities and the unincorporated area.
  • The Villages: exterior changes need an Architectural Review Application under the community's Declaration of Restrictions; over 300 applications reviewed per week.
  • Population growth driven almost solely by the expansion of The Villages retirement complex.

Towns

Five cities and The Villages, house by house

Its five cities and one large census-designated place differ more than the county averages suggest.

  • The Villages: an age-restricted community run by community development districts, holding most of the county's homes. Most of its houses date from the 2000s and 2010s, and exterior changes go through architectural review.
  • Wildwood: the newest housing of the six, with most homes built in 2010 or later, at the crossroads of Interstate 75, Florida's Turnpike, State Road 44 and U.S. Route 301.
  • Bushnell: the county seat, with older homes than The Villages or Wildwood, and mobile homes making up about half of all units.
  • Center Hill: a small former farm town once called the Green Bean Capitol of the World, with older homes and a large share of mobile homes.
  • Webster: a small city whose homes are mostly older than the county's, with about a quarter of units mobile homes.
  • Coleman: the oldest housing of the six, in a town incorporated in the nineteenth century, with mobile homes making up about a third of units.

Roofing questions in Sumter County

Which office handles a roof permit for a Sumter County address?

Sumter County Building Services does, for every address in the county. Since April 1, 2025, when Bushnell moved its building services to the county, the office has covered all five cities and the unincorporated area, including the Sumter side of The Villages. It lists a Re-Roof / Roof-Over permit type and enforces the 2023 Florida Building Code. Homes in the Marion County part of The Villages are outside its jurisdiction, so check with Marion County there. The county's official Building Services page has the current forms and fee schedule.

What inspections does a re-roof get in Sumter County?

Two, under the 2023 Florida Building Code that Sumter County Building Services enforces. The first covers the roof sheathing, its fasteners and the dry-in. The second covers the finished roof: dry-in, insulation, roof covering and flashing (FBC-B 110.3). A re-roof does not need plan review (FBC-B 107). When the old covering comes off a wood deck, the deck nailing has to meet the re-nailing table and a secondary water barrier has to go down (FBCR R908.7), so the sheathing inspection is where that work gets checked.

You may. When is the best time to replace a roof in Sumter County?

Before hurricane season if you can. The Atlantic season runs from June 1 to November 30 and peaks around September 10, and seven of Sumter County's eight FEMA disaster declarations since 2016 were for storms whose incident periods began in August, September or October. Two dates matter on paper too. A permit dies if work has not begun 6 months after it is issued, and a Sumter permit applied for on December 31, 2026 or later is judged against the 9th edition.

Why does the age of my Sumter County home matter for my roof?

Because Florida's insurance and code rules key off dates. The county's median home was built in 2006, so the typical house is 20 now, the age past which Citizens Property Insurance requires a 4-point inspection on applications. Once a roof turns 15, Fla. Stat. 627.7011(5) requires an insurer to allow an inspection, at your expense, before it can require a new roof. And only 36.2% of homes here were built in 2010 or later, after the 2007 code took effect, which changes how much of a damaged roof must be redone.
