New subdivisions, older town
Newberry's median home was built in 2006, and that year sits in a code gap worth knowing. The 2004 Florida Building Code was in force; the 2007 edition did not take effect until March 1, 2009. A house still on its original roof from those years predates the 2007 code, so the full 25% repair limit applies when major work comes due.
Most houses built from 2010 on were permitted after the 2007 code took effect, so their original roofs fall under the exception in Fla. Stat. 553.844(5): even a repair covering a quarter or more of the roof only has to bring the repaired part to current code. The permit date, not the year on the deed, settles which side of that line a house is on.
Older Newberry is still here too. 17.5% of homes predate 1980, and 10.1% are mobile homes, well above the county's 6.3%. Mobile homes follow their own insurance rules; Florida's 15-year roof statute, for example, does not apply to mobile home policies.

The historic district and the storm record
The Newberry Historic District has been on the National Register since December 24, 1987, with Classical Revival, Bungalow/Craftsman and Queen Anne buildings in its NPS record. Before you change the roof on a house in the district, ask the City of Newberry Building Department what the permit requires; the listing itself is a federal record of history.
Storms here are mostly wind. NOAA's database ties 7 local storm reports from 2016 to 2025 to Newberry, all of them thunderstorm wind. During Debby in 2024 several trees fell onto homes in the Newberry area and homes took minor to major flood damage, and in 2023 Idalia knocked down a large tree and power lines about 3 miles north-northeast of town.

Is my Newberry roof under the 2007 building code?
If your house was built in 2010 or later, like 42.9% of Newberry's homes, yes. If it was built in 2006, the town's median year, its original roof went on under the 2004 code, because the 2007 edition only took effect on March 1, 2009. That date decides whether a large repair can stay partial or must redo the whole section, so look up the permit for your last full re-roof before planning major work.

Who issues roof permits in Newberry?
The City of Newberry Building Department, which names roofing among the plan reviews and inspections it provides. Homes outside city limits use Alachua County Growth Management's Building Division instead. For a re-roof, the Florida Building Code waives plan review but keeps the sheathing and final roofing inspections. Keep the permit card and inspection results with the house, because the 4-point form asks for the date of the last roofing permit.

How do Newberry's mobile homes differ for roof insurance?
Mobile homes make up 10.1% of Newberry's housing, above the county's 6.3%. Florida Senate staff note that the 15-year roof rule in Fla. Stat. 627.7011(5) does not apply to mobile home policies, so its protections may not help. Citizens does require a 4-point inspection for mobile home applications on homes more than 20 years old. Ask your insurer which roof documents it needs before the renewal date.

Debby in August 2024 was the hardest recent blow: several trees fell onto homes in the Newberry area, a downed tree closed all lanes of a state road, and homes took minor to major flood damage. Idalia in 2023 knocked down a large tree and power lines about 3 miles north-northeast of town, and Helene in 2024 brought a 66 mph gust at UF.
