West Palm Beach became a city in 1894 on the west shore of the Lake Worth Lagoon, across the water from the town of Palm Beach, and it is the county seat. Its typical home was built in 1988, and about as many homes sit in buildings of 10 or more units as in detached houses.

What these numbers mean for a West Palm Beach roof

Half the homes in West Palm Beach were built before 1988, the median year in Census data, and 37.7% went up before 1980. NRCA says most new roofs are designed for about 20 years of service, so a house from the median year is likely on its second roof or close to needing one.

Florida's first statewide building code took effect on March 1, 2002. Before that, roofs here were built to local rules. That gap is why a re-roof on an older city house brings the deck fastening and the underlayment up to standards the original roof never had to meet; the roof replacement page for the city walks through each item.

Insurers watch the same calendar. Under Fla. Stat. 627.7011(5), an insurer cannot refuse to write or renew a home policy because of roof age alone while the roof is younger than 15 years. After that, it must let you have the roof inspected, at your own cost, before it can require a replacement.

The other half of the housing stock is stacked: 38.5% of homes are in buildings of 10 or more units, against 25.1% across Palm Beach County, and just 38.4% are detached houses. Roof decisions in those buildings belong to a board or an owner, and condominium boards work under a reserve-study law that lists the roof first. Owners live in only 50.5% of the city's occupied homes, well below the county's 70.1%, so many single-family roofs are a landlord's call.

Storms that reached West Palm Beach roofs

The lagoon that shaped the city also measures its storms. In Hurricane Nicole in 2022, the NOS tide gauge at Lake Worth near West Palm Beach read 2.58 feet above mean higher high water, part of a 1 to 3 foot surge along the southeast Florida coast.

Most roof damage in the county has come from wind. During Hurricane Ian in 2022, an EF-2 tornado in Palm Beach County collapsed the roof of a house and injured two people. In April 2023, outside any named storm, the National Weather Service documented an EF-2 tornado with peak winds estimated at 130 mph in Palm Beach Gardens. In Hurricane Milton in 2024, a long-track EF-3 tornado caused heavy roof damage from Wellington to Jupiter Farms.

Isaias in 2020 did mostly minor damage in Florida, yet most of the roughly 3,000 customers who lost power were in Palm Beach County. The hurricane season runs from June 1 to November 30 and peaks around September 10. For a roof in the city, that record argues for a look after any severe wind, not only after a landfall.

Local rules

Historic properties, the code zone and flood paperwork

The city runs a Historic Preservation program inside its Planning Division. It handles historic designations, sets the rules for changes to historic properties and runs a historic plaque program. If your house is designated, ask that office whether a new roof material or color needs its review before you commit to one.

West Palm Beach sits outside the High-Velocity Hurricane Zone, which the Florida Building Code limits to Broward and Miami-Dade counties. Roofs here are built to the code's regular roofing chapters, with statewide product approval for the materials. Wind still sets the details: the design wind speed for any address comes from the ASCE 7-22 hazard tool, and it drives the nailing and edge rules on a new roof.

Flood rules sit beside the roof rules. Palm Beach County's Building Division requires a Flood Legend with permit applications for new construction and substantial improvements from October 1, 2026. Inside city limits the city issues permits, so ask its Building Division what flood paperwork your address needs.

Who issues a re-roof permit in West Palm Beach

Inside city limits, the City of West Palm Beach issues roof permits through the Building Division of its Development Services department. Addresses outside the city are permitted by Palm Beach County's Building Division, which offers a Self-Issued Reroof Application online for qualifying residential re-roofs. Check which side of the line your address falls on before you apply.

Either way, a Florida re-roof needs a permit (FBC-B 105.1) but skips plan review (FBC-B 107). The inspector then comes twice: once for the sheathing, its fasteners and the dry-in, and once for the finished roofing, including insulation, coverings and flashing (FBC-B 110.3).

Do I need a permit to replace my roof in West Palm Beach?

Yes. The Florida Building Code requires a permit to construct, alter or repair a building (FBC-B 105.1), and a re-roof is no exception, though it is exempt from plan review. Inside city limits the permit comes from the City of West Palm Beach Building Division in Development Services; outside them, Palm Beach County's Building Division handles it and offers a Self-Issued Reroof Application for qualifying homes. Ordinary minor repairs can be allowed without a permit, but only with the building official's approval (FBC-B 105.2.2).

Is West Palm Beach in the High-Velocity Hurricane Zone?

No. The Florida Building Code defines the High-Velocity Hurricane Zone as Broward and Miami-Dade counties only, and West Palm Beach is in Palm Beach County. Roofs here follow the code's regular roofing chapters instead of the HVHZ sections (FBC-B 1512 to 1525). That does not mean lighter wind design: each address still gets a design wind speed from ASCE 7-22, and the wind mitigation form sorts homes into regions by that speed, from Region 3 (under 130 mph) to Region 1 (140 mph or more).

How old are the homes, and the roofs, in West Palm Beach?

The Census tracks the age of homes, not roofs. The median West Palm Beach home was built in 1988, two years newer than the Palm Beach County median of 1986; 37.7% were built before 1980 and 11.6% in 2010 or later. Roof age you have to find in permit records: the date of the last full re-roof is what counts for insurance, since Florida measures roof age from the last time 100% of the roof was built or replaced (Fla. Stat. 627.7011(5)(d)).

Does a historic house in West Palm Beach need extra review for a new roof?

It can. The city's Historic Preservation program, part of the Planning Division, handles historic designations and sets the rules for changes to historic properties. If your house is designated, a change of roof material, profile or color may need that office's review on top of the building permit, so ask before you order anything. Houses that aren't designated go straight to the Building Division for the permit. With 37.7% of the city's homes built before 1980, it is worth checking your property's status first.

When does most of West Palm Beach's rain fall?

Between May and October. At West Palm Beach International Airport, 41.56 of the normal 61.75 inches of yearly rain, or 67.3%, fall in those six months, and August is the wettest month at 8.68 inches (NOAA 1991-2020 normals). The airport sees 86.1 days a year with a tenth of an inch or more. That overlaps hurricane season, June 1 to November 30, so the drier months from November through April are the easier time to schedule a re-roof and clear the gutters before the storms return.
