Mobile homes and 1980s houses: what Bushnell roofs face

Bushnell's homes are a generation older than its county's. Four in five housing units here, 79.6 percent, were built before 2000, and only 174 of them, 11.4 percent, date from 2010 or later. Across Sumter County the median home was built in 2006 and 36.2 percent are from 2010 or later, with nearly all of the county's growth coming from The Villages.

On a site-built house, that age shows up at re-roof time. Florida's first statewide building code replaced the local codes on March 1, 2002, so a 1983 house was framed, decked and first roofed under the older rules. When its covering comes off now, the residential code wants the deck fastened to a re-nailing table and a secondary water barrier laid before the new roof goes on (R908.7). Mobile homes are the other half of the story: 50.4 percent of Bushnell's housing, against 11.3 percent countywide, and insurers handle them under separate rules. The state's 15-year roof law, section 627.7011(5), does not reach mobile home policies, according to a Florida Senate staff analysis, and My Safe Florida Home inspections are written for site-built homes only. The town is also younger than its county: the Census puts Bushnell's median age at 48, give or take about 12 years, against 68.5 for Sumter County, and 75.7 percent of occupied homes are owner-occupied.

Bushnell's roof permits moved to the county in 2025

Bushnell was the last piece. In the city's own announcement, the County Administrator said that with Bushnell joining on April 1, 2025, Sumter County provides building services to all five of its cities and the unincorporated area. Since that date, Sumter County Building Services has been the primary point of contact for building permits and inspections inside the city; its Building Services page is where a roof permit starts.

For a roof, that means the county's rules. Building Services enforces the 2023 Florida Building Code, Eighth Edition, lists a Re-Roof / Roof-Over permit type and gives 135 mph as its wind speed design criterion. A re-roof skips plans review but still gets two inspections, the sheathing and dry-in, then the final.

Bushnell has its own line in the hurricane record. A CoCoRaHS gauge 1.0 mile north-northwest of town caught 6.54 inches from Hurricane Hermine in 2016, and FEMA's DR-4280 designated Sumter County for Public Assistance. The county's NOAA climate station carries the town's name, BUSHNELL 1 E. Its 1991-2020 normals give a mean daily high of 81.8°F and a mean low of 57.4°F, but no published precipitation normal, so rain planning leans on NOAA's Atlas 14: 9.44 inches an hour in a 10-year, five-minute burst at Bushnell's center point. The City of Bushnell's own release says the county became the city's primary point of contact for building permits and inspections on April 1, 2025, the step that put all five Sumter cities under county building services.
