Roofing in Westchase, Florida
Hillsborough County commissioners approved Westchase in 1991, and the Westchase Community Association still oversees 28 neighborhoods or villages. That means two layers of rules for your roof: the county building office issues the permit, and your deed restrictions may add their own review. Check both before you sign anything.

Home age
Roof age across Westchase homes
The median Westchase home was built in 2000, and 48.6 percent of homes predate 2000. That suggests many original roofs are now well past 20 years old. Only 2.3 percent of homes date from before 1980, so very old housing is rare.
Roof age matters to your insurer. Once a roof reaches 15 years, Florida law gives you the option of hiring an authorized inspector, at your cost, before any replacement is demanded. If that inspector finds 5 or more years of useful life left, the insurer may not refuse or non-renew you solely because of age. Your insurer or agent can explain their process.
Permits
Who issues roof permits in Westchase?
Westchase sits in unincorporated Hillsborough County, so the county building office handles your roof permit. Ask that office about current requirements before work starts. Roofs in the City of Tampa's historic districts need a Certificate of Appropriateness, but that city process does not reach Westchase.
A Florida permit has two clocks. It goes invalid if work has not started within 6 months of issuance, or if work is suspended for 6 months. A permit application you stop pursuing counts as abandoned at 180 days after filing, with 90-day extensions possible.
Watch the Notice of Commencement too. The Florida Building Code requires the permit card to warn that skipping it may mean paying twice, and it must be recorded and posted before the first inspection.

Repair rule
What the 25 percent rule means for a repair
In Florida, repairs on a roof section are capped at 25 percent within any 12-month window. Exceed that threshold and the full section has to be replaced or recovered. That carve-out only holds if the roof was built, fixed or swapped out under the 2007 Florida Building Code or a newer edition. With a 2000 median build year here, the roof's own history decides which case you are in, not the house's age.
The 2023 code took effect December 31, 2023, and the Ninth Edition takes over on December 31, 2026. Applications filed on or after that date follow the new edition.
- Approved by Hillsborough County commissioners in 1991; the Westchase Community Association is the largest deed-restricted community (homeowner association) in the CDP, organized into 28 neighborhoods or villages.
- Established with two Community Development Districts, which agreed to merge in September 2011.
- Water covers 7.1% of the place's total area.
Local weather
Rain, storms and your Westchase roof
Records from Tampa International Airport put average yearly rainfall at 49.48 inches, and roughly 61 percent of it arrives between June and September. At Westchase, NOAA Atlas 14 puts a 10-year hour of rain at 2.89 inches, and a 100-year 24-hour rainfall at 12.3 inches.
Hurricane Eta in 2020 brought up to 10.64 inches of rain near Sun City Center, and the Tampa Bay corridor sees more lightning than anywhere else in the country. Water covers 7.1 percent of Westchase's area, so drainage and flashing details matter.

Questions
Westchase roofing questions
What is the 25% roof rule in Florida?
Should a single 12-month period see more than a quarter of a roof section repaired, replaced or recovered, you are required to replace or recover that whole section. That allowance applies to any roof constructed, repaired or replaced under the 2007 Florida Building Code or a later version. In that case, just the portion you repaired needs to satisfy today's code. Westchase's median build year is 2000, so check the roof's own history and ask the Hillsborough County building office.

Who pulls the roof permit in Westchase?
Hillsborough County building office issues roof permits for Westchase, which is unincorporated. The permit lapses if work does not begin within 6 months, or stops for 6 months. Before the first inspection, a Notice of Commencement has to be filed with the county and displayed on site. Check with your county on what rules apply before you start any work.

Does my Westchase community association review roof work?
Westchase is organized into 28 neighborhoods or villages under the Westchase Community Association, the largest deed-restricted community in the area. Your village's deed restrictions may set rules on roof color or material. Check with your association before choosing materials, and also get the county permit.

Can my insurer drop me because my roof is 15 years old?
An inspection can show a roof still has useful life left, which means age alone is not grounds for removal. If your roof is 15 years old or more, an authorized inspector can evaluate it, and you cover that cost. If the inspector finds 5 or more years of useful life, the insurer may not refuse or non-renew solely for age. About 48.6 percent of Westchase homes were built before 2000, so this question comes up here. Ask your insurer or agent for details.

Can a roofer sell me a product as storm protection?
Only if the product is approved under Florida's statewide product approval. No product may be advertised or sold as hurricane, windstorm or impact protection without it. Any product can be checked against the Florida Building Commission database using its FL number. Hurricane Eta in 2020 brought 3-4 feet of surge to the Tampa Bay area, so ask for the approval number.
