The Florida Building Code says no more than 25 percent of a roof section may be repaired, replaced or recovered in any 12-month period. Past that, the whole roof section must be brought up to current code. Miami-Dade sits in the High Velocity Hurricane Zone, which repeats this limit in its own section.
There is one exception. If the existing roof was itself built, repaired or replaced under the 2007 Florida Building Code or a later edition, only the repaired part must meet the current code. Local governments cannot change that exception, because state law forbids it. The 2007 code took effect March 1, 2009, so a roof from the 1981 era does not qualify.

Leisure City is unincorporated, so roof permits come from Miami-Dade County Regulatory and Economic Resources, Building & Permits. Permit applications on or after December 31, 2026 must follow the Ninth Edition of the Florida Building Code. Confirm with that office which edition applies to your job.
A permit also starts clocks. Once issued, it lapses if work has not started within 6 months, or if work halts for 6 months. The permit card must warn you about recording a Notice of Commencement, which has to be posted on site before the first inspection.
Florida law permits you to pay for an authorized inspector to examine a roof that is 15 years old or older. When that inspection finds at least 5 years of useful life remaining, an insurer cannot deny coverage or decline renewal based on age alone. Ask your insurance company or agent how your particular policy handles this situation.
