Roofing in Westlake, Florida
Westlake was incorporated in 2016, making it Palm Beach County's newest municipality. Most of its land was farmland before Minto Communities began building in 2014, so the homes here are new. The median home was built in 2021, and 96.9 percent of housing units went up in 2010 or later. For a roof, that means most covers are young, but the rules that apply to any roof work still matter.

Roof age in Westlake
What the newer housing means for your roof
Most homes here were built in the last fifteen years, so a roof that is leaking or cracked is usually not an original cover. Owner-occupied homes make up 98.8 percent of occupied units, which means the owner is usually the one who signs off on any repair. Before you accept a quote, ask who will pull the permit and who will be on the roof.
Because the town is new, few homes are old enough for a roof to reach the age insurers look at closely. Citizens Property Insurance asks for documented remaining life once a soft roof passes 25 years, so for most Westlake homes that rule is not the first concern. Your own insurer or agent can tell you how your roof age is recorded on your policy.

Permits and local review in Westlake
Roof permits here are issued by the City of Westlake Building Department. Confirm current requirements on the city's permit page before work starts. Building permits in Westlake were issued for 585 new single-family homes in 2025, which means permit activity in town is mostly new construction, not reroofing.
Under the 25 percent rule, no more than 25 percent of a roof can be repaired or replaced in any 12-month period unless the whole roof system is replaced. Should your current roof date from the 2007 Florida Building Code or later, just the section being fixed has to satisfy present-day code. Ask the building department which edition applies to your roof before you plan a partial job.
- Confirm the permit with the City of Westlake Building Department before work starts.
- Ask which Florida Building Code edition applies to your existing roof.
- Keep a record of any partial repairs made in the last 12 months.

Wind and downpours
Storms and rain that reach Westlake
The High Velocity Hurricane Zone covers just Miami-Dade and Broward, which means Palm Beach County lies beyond its boundaries. During 2017, Hurricane Irma drove storm surge 2 to 4 feet above ground in coastal northern Palm Beach County. Westlake sits inland, so surge is less of a concern here than wind and rain. Atlantic hurricane season runs June 1 to November 30, with the peak near September 10.
Rain here is heavy. At West Palm Beach International Airport, about 67.3 percent of normal annual rain falls between May and October, and August is the wettest month. NOAA Atlas 14 puts a 1-hour rain in a 10-year storm at 3.12 inches per hour. That is more than an inch of rain every twenty minutes, so check gutters, flashing and drains before the rainy season.

Questions
Westlake roofing questions
What is the 25% roof rule in Florida?
The 25 percent rule limits how much of a roof can be repaired or replaced in a 12-month period. No more than 25 percent of the total roof area can be repaired, replaced or recovered in that time unless the whole roof system is replaced. When a roof was put up under the 2007 Florida Building Code or a newer edition, only the portion you repair needs to meet current code. Confirm with the City of Westlake Building Department which edition applies to your roof.

What is the new law in Florida about roofs?
The Florida Building Code's 2023 Eighth Edition went into force on December 31, 2023. From December 31, 2026, the Ninth Edition governs, so any permit application filed on or after that date has to follow it. Westlake permits are handled by the City of Westlake Building Department, so check there for the edition that applies to your job.

Is Westlake in a hurricane zone with stricter roof rules?
Miami-Dade and Broward alone make up the High Velocity Hurricane Zone; Palm Beach County lies beyond its limits. Westlake is inland, so storm surge from Hurricane Irma reached coastal northern Palm Beach County at 2 to 4 feet, not Westlake. Wind and rain remain the main concerns here. Confirm the code that applies with the City of Westlake Building Department.
