Because Fairview Shores has no incorporated city government, roof permits there come from the Orange County Division of Building Safety. You submit every permit application and inspection request through the division's Fast Track portal. Check current requirements with that office before any work begins.

Once issued, a permit lapses if work fails to begin within 6 months. A project is also treated as abandoned when six months pass without any progress. Ask the building office about the current schedule for your job.

Storms and rain that reach Fairview Shores

Orlando International recorded a peak gust of 69 knots during Hurricane Irma in 2017. Orlando Executive recorded 68 knots. Irma's residents were rescued from flooded homes by fire crews and the National Guard. During Hurricane Ian in 2022, one indirect death occurred when a man fell from a ladder while clearing storm debris off his roof.

Rain is heavy here. The 1991 to 2020 normals show about 51.5 inches a year at both Orlando stations. Roughly 45 percent falls June through August, . NOAA Atlas 14 puts a 1-hour rain in a 10-year storm at 2.89 inches an hour, and a 24-hour 10-year storm at 6.1 inches.

What is the 25% roof rule in Florida?

Under this rule, if you repair, replace or recover more than a set share of an existing roof within any 12-month span, the full roof system must meet current code. Not more than 25 percent of the total roof area can be worked on in that window unless the entire roof is replaced or recovered. An exception applies if the existing roof was built to the 2007 Florida Building Code or later, in which case only the repaired part must meet current code. A local ordinance cannot alter that exception. Ask the Orange County building office how the exception applies to your particular roof.

What is the new law in Florida about roofs?

A new edition of the Florida Building Code, dated 2026, becomes effective December 31, 2026, replacing the 2023 edition that has applied since the end of 2023. Applications filed from that date forward follow the newer book. Orange County enforces the code through its Division of Building Safety, so ask that office which edition governs a permit you file in Fairview Shores now.
