Palm Bay began as Tillman in 1887 and became Brevard County's most populous city in 1990. Most of its homes are far newer than that history suggests. Roof age on a 1993-era Palm Bay home

The median Palm Bay home was built in 1993, against 1988 for Brevard County as a whole. Only 12.9 percent of homes here predate 1980, compared with 32.1 percent countywide. That suggests many original roofs are now past the 25-year mark.

That age matters for insurance. Citizens Property Insurance wants proof of at least five years of remaining useful life once a shingle roof passes 25 years, or a tile, slate, clay, concrete or metal roof passes 50. A Palm Bay owner with an original 1993 shingle roof is already past the first line. Other insurers set their own rules, so ask your agent what yours requires.

Newer construction is a smaller group. Homes built in 2010 or later make up 12.3 percent of Palm Bay housing, so most roofs here were installed under older code editions.

Who issues a roof permit in Palm Bay

Roof permits here come from the City of Palm Bay Building department, which handles permits and inspections. We checked its official page, and it is the office to call before any work starts. Brevard County also publishes address-level wind speed maps by risk category for permitting, which your contractor should use for your lot.

A permit has clocks on it. Under the Florida Building Code, a permit goes invalid if work does not start within 6 months of issue, or if work stops for 6 months. An application is treated as abandoned 180 days after filing unless it is pursued in good faith.

The permit card also carries a warning about the Notice of Commencement. Skip recording it and you may end up paying twice for the work. Palm Bay inspectors will want that notice recorded and posted at the house before the first inspection.

The 25 percent rule on an older Palm Bay roof

The Florida Building Code limits repairs to 25 percent of the total roof area or roof section in any 12-month period. Once repairs cross that line, the whole roof section must be replaced or recovered. If your existing roof was built, repaired or replaced under the 2007 Florida Building Code or any later edition, only the repaired part must meet current code.

Mobile homes are 3.2 percent of Palm Bay housing, against 7.2 percent across Brevard County. The share is small, but the risk is real. During Hurricane Irma in 2017, an EF-1 tornado with winds of 100 to 110 mph hit over a dozen mobile homes in Palm Bay Estates. Several were heavily damaged or destroyed.

Irma damaged over 7,132 homes across the county, 400 of them with major damage. Its eight tornadoes included an EF-1 at Turkey Creek and Palm Bay, with roof and shingle damage. Hurricane Matthew in 2016 passed about 25 miles offshore, and its damage was mostly shingles, soffits, awnings and pool enclosures.

Be careful with product claims. Florida Statute 553.842(5) bars selling any product as hurricane or impact protection unless it has statewide approval. You can look up approvals by FL number in the Florida Building Commission search.

Rain, heat and what they do to a roof

Palm Bay averages 55.55 inches of rain a year, and 21.31 inches of it falls from June to August. It also logs 101.7 days a year at 90 F or hotter, more than Titusville at 76.7 days. Long summer heat and daily rain are hard on shingles and flashing.

Single storms are heavy too. NOAA Atlas 14 puts a 10-year, 1-hour rain at 3.08 inches an hour here, and a 24-hour rain at 7.3 inches. A 100-year 24-hour rain reaches 12.7 inches, so valleys, flashing and drainage need to be sound.

Lightning is another local concern. NWS Melbourne calls central Florida the Lightning Capital of the United States.

What is the 25% roof rule in Florida?

It limits repairs to 25 percent of a roof section in any 12-month period. Past that, the Florida Building Code requires the whole roof section to be replaced or recovered. What is the new law in Florida about roofs?

The Eighth Edition of the Florida Building Code has applied since December 31, 2023. The Ninth Edition becomes effective December 31, 2026, and permit applications submitted on or after that date must follow it.
