The 25 percent rule says you cannot repair or replace more than 25 percent of a roof in any 12-month period without bringing the whole roof section up to current code. The exception covers a roof built or redone under the 2007 Florida Building Code or later. The 1977 median build year describes the homes in town, not their roofs, so check when your own roof was built, repaired or replaced before assuming the exception applies. Your roof falls under it only if that work met the 2007 Florida Building Code or a later edition, and the 2007 code took effect March 1, 2009.

The Ninth Edition of the code governs any permit application filed on or after December 31, 2026. Ask the county which edition governs your job before you apply.
