What a 1993 median build year means for Spring Hill roofs

Half of Spring Hill's homes were built in 1993 or earlier. Only 12.5 percent predate 1980 and 9.2 percent date from 2010 or later, so the town is mostly a product of the 1980s, 1990s and 2000s. Much of it went up before March 1, 2002, when Florida's first statewide building code replaced the local codes that Hurricane Andrew had exposed.

A re-roof is where that history gets settled: section R908.7 brings the deck nailing and a secondary water barrier up to today's code, whatever rules the house was framed under. The Spring Hill roof replacement page has the details.

Insurers count years too: roof age starts to matter at 15 under section 627.7011, and Citizens wants a 4-point inspection on homes past 20. With 22.8 percent of residents 65 or older and only 2.1 percent of homes held for seasonal use, most Spring Hill roofs have someone living under them all year to spot a ceiling stain.

Who permits Spring Hill roofs, and what skips the permit

Spring Hill is a census-designated place, not a city, so the Hernando County Building Division issues its roof permits. Re-roofs are exempt from plan review under the Florida Building Code, but each one still needs a sheathing or dry-in inspection and a final roofing inspection.

The county's residential permit exemption list sets the small-job line. A minor, nonstructural roof repair of 2 squares, 200 square feet, or less, such as replacing missing or broken shingles after wind, needs no permit, while the list says "Tree or storm damage, a hole in the roof, and/or damaged trusses will require a permit." Liquid roof coatings are exempt.

Hernando County also regulates Special Flood Hazard Areas under its Flood Damage Prevention ordinance as part of the National Flood Insurance Program, and water covers 3.8 percent of Spring Hill's total area. Applications submitted on or after December 31, 2026 fall under the code's Ninth Edition.

The worst recent year was 2024. Debby dropped 8.34 inches of rain near Spring Hill, the highest total in Hernando County during that storm, and Milton followed in October with gusts of 60 to 70 mph countywide. Helene's peak county gust, 66 mph, was measured at Weeki Wachee, and FEMA's disaster declarations for all three named Hernando County.

Between hurricanes, thunderstorms do the damage, as the EF1 tornado of November 2, 2018 showed. After Hurricane Ian, FEMA's field team found hips and ridges failed more often than any other part of the roof, so look there first after any storm.

Who issues roof permits in Spring Hill?

The Hernando County Building Division. Spring Hill has no building department of its own, so every roof permit for a Spring Hill address goes through the county. A full re-roof skips plan review but still gets a sheathing inspection, often done with the dry-in, and a final roofing inspection. Small nonstructural repairs of 200 square feet or less are on the county's exemption list.

How old are most Spring Hill roofs?

Nobody publishes roof ages by town, but house ages narrow it down. Spring Hill's median home was built in 1993 and only 9.2 percent of homes date from 2010 or later, so a roof still original to its house would be more than 15 years old on most streets. For insurance, a roof's age runs from the last date its whole surface was built or replaced (section 627.7011(5)(d)), not from the year of the house. Hernando County's permit records show when the last roofing permit was issued, a date Citizens' 4-point form asks for.

Can I get state help toward a stronger roof in Spring Hill?

Possibly, through My Safe Florida Home, created by section 215.5586. It serves site-built, owner-occupied single-family homes with a homestead exemption, and its matching grants for deck attachment, a secondary water barrier, roof-to-wall connections and a new covering carry a pre-2008 build-date condition among others. Spring Hill's median home dates to 1993 and 80.3 percent of occupied homes are owner-occupied, but the statute says the program creates no entitlement, and its site did not say on October 5, 2026 whether applications were open.

Does Spring Hill get hail or tornadoes?

Tornadoes occasionally, hail almost never on the record. NOAA's Storm Events database lists three tornadoes in Hernando County's zones from 2016 through 2025, two rated EF1 and one EF0, and no hail reports at all. The EF1 on November 2, 2018 did its damage in Spring Hill: two roofs with major damage and 15 more homes with minor damage. The same database lists four thunderstorm-wind reports referenced to Spring Hill, so wind uplift at edges, ridges and loose shingles is the local risk, more than hail bruising.
