Permits and review

Historic districts and who issues your roof permit

Tarpon Springs runs its own building department, so roof permits come from the City of Tarpon Springs Building Development office, not Pinellas County. In Pinellas, Oldsmar uses the county's Building Services office instead. Tarpon Springs is not on that list.

The Local Historic District comes with Historic District Design Review Guidelines. Pinellas County's other historic districts, such as those in St. Petersburg, require a Certificate of Appropriateness for exterior changes. Confirm with the building office whether a roof material or color change in your district needs review before you order anything.

Starting October 1, 2026, new construction and additions in a designated flood zone need a separate Floodplain Permit. Water covers 48.4 percent of the city's total area, so many lots are likely to be affected. Ask the building office whether your lot is in a flood zone.
