East Lake was one of the last densely populated parts of Pinellas County to develop, sitting north of Oldsmar and east of Palm Harbor and Tarpon Springs. That late start shows in the housing. The median home dates to 1990, and 86.9 percent were built before 2000. Many roofs here are likely to be near the age where insurers start asking questions.

How old are East Lake roofs, and does age matter?

East Lake has 15,010 housing units, and only 1.3 percent were built in 2010 or later. Only 11.8 percent predate 1980. Most of the housing falls in the middle: built after 1980, before 2000. That suggests many original roofs are now past 25 years, though replacements may have happened along the way. Check the permit record for your address.

Roof age drives insurance decisions. An insurer may not refuse or renew a homeowner's policy solely because a roof is under 15 years old. Once a roof reaches 15, you may have an authorized inspector check it at your own expense. If the inspector finds 5 or more years of useful life left, the insurer may not drop you for age alone.

Owners hold 83.2 percent of occupied homes here, so most roof decisions rest with the person living under it. Another 26.8 percent of units sit in buildings of 5 or more units. For those, the association or property manager usually decides, and you should ask them for the roof's age and permit history.

Who issues roof permits in East Lake?

Permits for East Lake come from Pinellas County Building and Development Review Services. That office also covers unincorporated Pinellas and several cities, including Oldsmar. Other Pinellas cities, such as Tarpon Springs, run their own offices, so a neighbor's experience across a boundary may not apply to you. Confirm with the county building office which office covers your address.

An East Lake permit lapses if no work starts within 6 months of issuance, or if the job sits idle for 6 months. If an inspection passes within 180 days, the permit stays in force. The Florida Building Code also wants a recorded Notice of Commencement, posted at the house, before the first inspection. Skip it and an owner could end up paying twice for the same roof.

What storms and rain hit East Lake roofs?

Pinellas County gets a normal 53.62 inches of rain a year at the airport, and about 62 to 63 percent falls June through September. Hurricane Hermine in 2016 dropped up to 22.36 inches near Tarpon Springs, and Pinellas County had the worst street flooding of that storm.

Short, hard downpours test flashing and roof edges more than the yearly total does. NOAA Atlas 14 puts a 10-year storm at East Lake at 2.93 inches in one hour. Over 24 hours, a 100-year storm adds up to 13 inches here. Water covers 9.3 percent of East Lake's area, and the John Chesnut Sr. County Park sits on the east shore of Lake Tarpon.

Lightning also matters. The Tampa Bay corridor gets the most lightning in the country, and over 90 percent of it falls May through October. After any strike or storm, look for lifted shingles, cracked flashing and wet ceiling spots.

Florida law covers roof-deck attachment and replacement of damaged wood sheathing or fascia under roofing contractor work. A general contractor must subcontract roofing unless holding a roofing certification or registration. Check the state license of whoever signs your East Lake contract.
