From an 1890 plat to 2010s subdivisions: Brandon's homes

Brandon is older than its houses. It takes its name from John Brandon, who bought land here in 1858, and it was platted in 1890 when the Florida Central and Peninsular Railroad arrived. Most of what stands today is far newer: the median home dates to 1993, 23 percent were built before 1980, and 14.1 percent in 2010 or later.

That spread shapes roof work. The 64.7 percent of homes built before 2000 went up before Florida's statewide code took effect on March 1, 2002, so re-roofing one of them brings deck nailing and a secondary water barrier up to today's rules (R908.7). Houses from the 2000s were built under the new code, but an original roof on one is now 15 or more years old, where Florida's 15-year rule changes what an insurer may ask. Brandon has more multi-unit housing than most of the county. Single-family detached homes are 54.1 percent of its 48,953 housing units, and 32.2 percent sit in buildings of five or more units, against 23 percent countywide. Owners occupy 56.2 percent of occupied homes, and mobile homes are just 1.1 percent of units, against 6.5 percent across Hillsborough.

Water, rain and storms around Brandon

Water covers 5.3 percent of the Brandon area, 1.86 square miles against 33.14 of land, far below the county's 23.5 percent, which takes in the bay. For a Brandon roof, the rain rate is the number to know: NOAA Atlas 14 puts a 10-year, five-minute burst at Brandon's Census point at 9.61 inches an hour, and the nearest normals in our data, at Tampa International Airport, average 49.48 inches a year.

Recent storms brought heavy rain to this side of the county. Eta left up to 10.64 inches near Sun City Center in 2020, Debby dropped 10 to 15 inches locally near and south of Tampa Bay in August 2024, and Milton sent the Hillsborough River to record crests that October. FEMA declared disasters covering Hillsborough County for Debby, Helene and Milton.

Local rules

County permits for an unincorporated community

Because Brandon is unincorporated, there is no city building department to call. Hillsborough County's Building Permits & Records office issues roof permits for every Brandon address, as it does for neighbors such as Valrico, Bloomingdale and Progress Village. The City of Tampa's Construction Services covers only addresses inside Tampa's limits.

The county office applies the statewide code. Repairs and alterations need a permit (FBC-B 105.1), with ordinary minor repairs left to the building official's approval (105.2.2). A reroof gets no plan review (107) but does get a sheathing inspection at dry-in and a final roofing inspection (110.3). Applications filed on or after December 31, 2026 move to the Ninth Edition of the code.

Who issues roof permits in Brandon, FL?

Hillsborough County does, through its Building Permits & Records office. Brandon is an unincorporated community, not a city, so there is no Brandon building department, and the City of Tampa's office handles only addresses inside Tampa. The county follows the statewide code: a reroof is exempt from plan review but gets a sheathing inspection with the dry-in and a roofing inspection of the dry-in, insulation, coverings and flashing.

No. Brandon is a census-designated place in unincorporated Hillsborough County, with 114,626 residents in the 2020 Census but no municipal government. That matters for a roof in one practical way: permits and inspections come from Hillsborough County's Building Permits & Records office, not from the City of Tampa's Construction Services. The building code is the same statewide code either way.

How old are the homes in Brandon?

The median home was built in 1993, plus or minus two years, two years newer than the county's 1991 median. 64.7 percent of Brandon homes predate 2000, 23 percent predate 1980, and 14.1 percent were built in 2010 or later. The house's age is only a clue to the roof's: for insurance, a roof's age runs from the last date its entire surface was built or replaced (Fla. Stat. 627.7011(5)(d)), and Hillsborough County's permit records show when that was.

How fast has Brandon grown?

Steadily. The Census counted 103,483 residents in 2010 and 114,626 in 2020, and the 2020-2024 survey estimate is 119,767, with a margin of error of 3,719. Riverview, elsewhere in the county, grew faster over the same decade, from 71,050 to 107,396. Brandon's newer homes are a smaller share than the county's: 14.1 percent were built in 2010 or later, against 18.6 percent countywide.
