The 25 percent rule says that if more than 25 percent of a roof section is repaired or replaced in any 12-month period, the whole section must be replaced or recovered. The exception covers a roof built, repaired or replaced under the 2007 Florida Building Code or later. For that roof, only the repaired part must meet current code.

Permit clocks are short. Should work not begin within 6 months, your permit lapses. Applications submitted on or after December 31, 2026 fall under the Ninth Edition of the code, which goes into force that day.
