The 25 percent rule limits how much of a roof you can repair or replace in any 12-month period without replacing the whole roof covering. Florida's building code changes on a set schedule. As of December 31, 2023, the Florida Building Code, Eighth Edition, is the code that governs construction in the state. Beginning December 31, 2026, the Ninth Edition takes over, so any permit application filed on or after that date has to comply with it.
