What is the 25% roof rule in Florida?

Under the 25 percent rule, no more than a quarter of a roof's covering may be repaired, replaced or recovered within any 12-month span before the entire covering must be replaced. Under the current code, if no more than 25 percent of the roof area is worked on, you do not need to replace the entire roof.
