What Tavares housing means for your roof

The median Tavares home was built in 1996, and the city's 10,233 housing units lean older: 53.8% went up before 2000. Florida's first statewide building code replaced the local codes on March 1, 2002. On a house from before that date whose roof was never replaced, the covering, the deck nailing and the underlayment all come from the local-code era.

Insurers watch roof age more than house age. Under Fla. Stat. 627.7011(5), a homeowner's policy cannot be refused or dropped only because the roof is under 15 years old. Past 15, you may have an authorized inspector check it at your expense, and a report of five or more years of remaining life keeps age alone from ending the policy. In a city whose median home dates from 1996, most original roofs crossed the 15-year mark long ago.

Mobile homes are 27% of Tavares housing, against 16.3% across Lake County and 8.0% statewide. Their roofs sit outside that 15-year law: Senate staff note it does not apply to mobile home policies. Citizens, the state-created insurer, asks for a 4-point inspection on mobile home applications for properties more than 20 years old.

26.9% of units were built in 2010 or later, after the 2007 code took effect on March 1, 2009, and a roof built to that code or a later one can be repaired past 25% without redoing the whole section (Fla. Stat. 553.844(5)). Owners occupy 76.8% of Tavares homes, so these calls usually fall to the people who live under the roof.

Milton, Ian and Irma over the lakes

Hurricane Milton left 8.55 inches of rain at a gauge 0.4 miles south-southeast of Tavares in 2024, and the Leesburg airport recorded a 72-knot gust. FEMA's Milton declaration, DR-4834, covered Lake County for individual and public assistance.

Ian in 2022 brought 10 to 20 inches of rain to central and eastern Florida, and its floods reached Lake County. Irma gusted to 60 knots at Leesburg in 2017. After Ian, FEMA's assessment teams found hips and ridges were where roofs failed most, on newer and older roofs alike.

Tavares issues its own building permits. The City of Tavares Community Development office posts a Roofing Permit packet, and completed forms go to the city permits office by email. Being the county seat does not put city addresses under the county: Lake County's Office of Building Services takes unincorporated land, so a house just outside the city line files there instead.

Who issues roof permits in Tavares?

The City of Tavares Community Development office issues them for addresses inside the city limits. The city posts a Roofing Permit packet on its building permit page, and the finished forms go back to the permits office by email. Each of Lake County's 14 municipalities runs its own permitting, so if your address sits outside the city line, Lake County's Office of Building Services handles it. Florida requires a permit to repair or replace a roof, apart from ordinary minor repairs that the building official approves without one (FBC-B 105.1 and 105.2.2).

Does the 15-year roof rule apply to a mobile home in Tavares?

No. Florida's 15-year roof rule, section 627.7011(5), protects homeowner's policies, and Senate staff note that it does not apply to mobile home policies. That matters here, because 27% of Tavares housing units are mobile homes. Citizens Property Insurance requires a 4-point inspection, which includes the roof, for mobile home applications on properties more than 20 years old. Private insurers set their own terms, so your insurer or agent is the one to ask what your policy needs before renewal.

Is a metal roof a good idea for a Tavares home?

It can be, and the storm record supports it. After Hurricane Michael, FEMA found that metal roof coverings appeared to perform better than other coverings on buildings built to the Florida code, though some were damaged. Citizens treats metal as a hard roof, so its 50-year documentation line applies instead of the 25-year line for shingles. Milton's 72-knot gust at the Leesburg airport is the kind of wind any Tavares roof has to answer, so the panel system, its tested rating and its fastening matter as much as the metal. When should I have my Tavares roof checked?

Twice a year and after any named storm. The National Roofing Contractors Association suggests owners look at their roofs each fall and spring, and the Atlantic hurricane season runs June 1 to November 30, peaking around September 10. A spring look catches problems before storm season; a fall look shows what the season left behind. Milton's 8.55 inches at Tavares in 2024 is a reminder that one storm can do a season's work. From the ground, watch for lifted shingle edges, missing ridge caps and granules piling up in the gutters.
