Roofing in The Villages, Florida
Any change to the outside of a home in The Villages needs an Architectural Review Application, and the districts' committee reviews more than 300 of them a week. Your roof
Built mostly in the 2000s: what that means for Villages roofs
The Census Bureau's 2020–2024 survey puts the median year built for homes in The Villages at 2007. Only 15.9% of the 57,822 homes it counted were built before 2000, and 33.4% were built in 2010 or later. That leaves roughly half of all homes from 2000 through 2009.
A roof put on in 2007 turns 19 in 2026. The National Roofing Contractors Association says most new roofs are designed for about 20 years of service, with climate, materials, installation and upkeep deciding the rest. If yours is the roof the house was built with, it has reached that stretch.
Two dates shape the work at re-roof time. Florida's 2007 code edition took effect on March 1, 2009, so a roof permitted before then was built to an earlier edition. Under Fla. Stat. 553.844(5), a roof built to the 2007 edition or later can have 25% or more repaired with only the repaired part brought to today's code; an older roof gets no such exception. Insurers watch the same calendar. Florida law bars an insurer from refusing or non-renewing a homeowner's policy solely because the roof is under 15 years old, and gives the owner an inspection right once it is older (Fla. Stat. 627.7011(5)). With 93.3% of occupied homes here lived in by their owners, most of those insurer letters reach the person who will choose the next roof.
Local rules
Architectural review comes before the roofing crew
The Villages is governed by community development districts. Chapter 190 of the Florida Statutes lets those districts adopt rules enforcing external architectural control, and they use it: homeowners must file an Architectural Review Application for any modification or change to the outside of the house.
The Architectural Review Committee works through more than 300 of those applications every week. A new roof color, a switch from shingle to metal or new gutters can all change how a house looks from the street, so read the district's standards before you choose materials, not after.
The application is the homeowner's to file. Keep the approval with your roofing contract and your permit card, since all three describe the same job.
The community is age-restricted: at least 80% of homes must have a resident aged 55 or older, and the Census median age is 74.1. Nobody should have to climb a ladder to judge a roof here. Ask whoever inspects it for photos of every slope and of the attic instead.

Permits
One community, two county permit offices
The Villages census-designated place, home to 79,077 people in the 2020 Census, lies 88.3% in Sumter County and 11.7% in Marion County, and the wider community reaches into Lake County.
On the Sumter side, roof permits come from Sumter County Building Services. It enforces the 2023 Florida Building Code, 8th edition, lists a Re-Roof / Roof-Over permit type, and since Bushnell joined on April 1, 2025, serves all five Sumter cities plus the unincorporated county where most of The Villages sits.
A home on the Marion County side is outside Sumter's jurisdiction, and so is any part of the community in Lake County. If your address is there, confirm the permit office with that county before work is scheduled.
A re-roof needs no plans review under the Florida Building Code, but it does need two inspections: one of the roof sheathing and dry-in, and a final roofing inspection. Applications filed on or after December 31, 2026 fall under the code's 9th edition.

What recent hurricanes left on Villages rain gauges
Hurricane Irma dropped 9.18 inches on a CoCoRaHS gauge 2.7 miles north-northwest of The Villages in 2017. In 2024, Hurricane Milton left 8.78 inches on a gauge 2.8 miles east-southeast of The Villages, 9.36 near Oxford and 11.71 at a Sumter gauge 4.3 miles south-southwest of Lady Lake.
FEMA designated Sumter County in at least eight major disaster declarations between Hurricane Hermine in 2016 and Milton in 2024. Irma and Milton both opened Individual Assistance to households here. Sumter County was also among the areas affected by the Florida tornado outbreak of February 2, 2007.
Where do roofs give way in storms like these? After Hurricane Ian, FEMA's assessment team found hips and ridges were the most common damage on newer and older roofs alike, and University of Florida researchers found shingles tend to come partly unsealed after about four years. Climate
Downpours, heat and the roof color question
NOAA Atlas 14 puts a 10-year storm at The Villages' Census center point at 9.52 inches an hour for five minutes and 2.83 inches over a full hour. Gutters and downspouts have to move water at the first rate, not the second; the Villages gutters page does that math.
Heat is the other constant. The county's NOAA normals station just east of Bushnell averages a daily high of 81.8°F across the year. In Florida Solar Energy Center test houses, the attic under dark shingles ran 40°F hotter than the outside air at the peak summer hour, while highly reflective roofs kept it near outdoor temperature.
A lighter roof color is an exterior change, so it goes through architectural review like any other. Bring the color to the application early, and try a few on a sample home in our Design Studio first.
Florida law
What Florida law puts in every roof contract
Florida writes protections into the roof contract itself. Every residential roof contract must carry a notice that the contractor may not offer a rebate, gift, cash, deductible waiver or anything of value for a roof inspection or an insurance claim; without it, the owner may void the contract within 10 days (Fla. Stat. 489.147(5)).
The contract must also tell you, in bold type on the signature page, to check coverage, claims and deductibles with your insurer before signing if the work relates to a claim. Coverage questions belong with your insurer or agent: a roofer may not interpret your policy or advise on coverage unless the roofer is also a public adjuster.
If a contract is signed within 180 days of a storm covered by a Governor's state-of-emergency declaration, the owner may cancel it without penalty within 10 days or by the official start date, whichever comes first (Fla. Stat. 489.147(6)).
On a larger job, one more paper matters: the Notice of Commencement. The permit card warns that failing to record it can mean paying twice for the work, and above a set contract amount the permit office wants a copy before the first inspection.

How old are most roofs in The Villages?
Half the homes in The Villages were built in 2007 or earlier, by the Census Bureau's median, and only 33.4% were built in 2010 or later. A house's age is not its roof's age, though. For insurance, Florida counts a roof's age from the last date 100% of it was built or replaced, under Fla. Stat. 627.7011(5)(d). The roof permit on file with the county is the quickest proof of that date.

What wind speed do roofs in The Villages have to meet?
Sumter County Building Services lists 135 mph as its wind speed design criterion, and a permitted re-roof is designed and inspected against it. Insurers read wind a little differently: the state's wind mitigation form sorts a home by the design speed for its exact address from the ASCE 7-22 hazard tool, and 130 to 139 mph is Region 2 on that form. Ask the inspector to write your address's speed on the form.

How much rain have hurricanes dropped on The Villages?
Recent hurricane totals near The Villages ran from 8.78 to 11.71 inches. Hurricane Irma left 9.18 inches at a gauge 2.7 miles north-northwest of the community in 2017, and Milton left 8.78 inches 2.8 miles east-southeast of it in 2024, while a Sumter gauge south-southwest of Lady Lake caught 11.71. FEMA has documented a house whose ceilings collapsed when the only roof damage was lost ridge shingles and a ridge vent, so check the ridge first.

All three, depending on where you draw the line. The Census Bureau's census-designated place lies 88.3% in Sumter County and 11.7% in Marion County, and the wider community also reaches Lake County. This page sits under Sumter because most of the CDP does. For a roof, the county matters because it decides which building department issues your permit and inspects the work.
