What 2006 and 41.2% mean for roofs here
Two dates sort the roofs here. Homes finished before March 1, 2009 were roofed under editions older than the 2007 Florida Building Code, and homes from 2010 on were roofed under it or a newer one. The median home, from 2006, falls just before that line, and 36.9% of homes predate 2000.
The line decides how a big repair is handled. For a roof built, repaired or replaced to the 2007 code or later, Fla. Stat. 553.844(5) requires only the repaired part to meet current code, even past 25% of a section. An older roof must be redone section by section once repairs pass 25% in 12 months.
Ownership is close to universal: 92.6% of occupied homes are owner-occupied. Mobile homes are 0.5% of housing units, about 52 homes, against 18.2% countywide, so nearly every roof decision here concerns a site-built house and is made by the owner who lives in it.
With a median age of 71.4, the contract deserves a careful read. Florida requires two statutory notices in every residential roof contract, and the questions below spell out what each one says.

Who permits roof work in On Top of the World
On Top of the World is a census-designated place, not a municipality, so roof permits run through Marion County Building Safety. The office's pages were only partly readable for this guide; get its current re-roof requirements from the office directly.
- Re-roof: a permit, no plan review, and two inspections, sheathing or dry-in first and final roofing last.
- Small repair: the building official may approve ordinary minor repairs without a permit.
- Big repair on a pre-2009 roof: past 25% of a section in 12 months, the whole section is redone to code.
- Contract: the Fla. Stat. 489.147 notices on rebates and on checking coverage with the insurer.
- CDP first listed for the 2020 census, 11 miles southwest of Ocala.
Weather
Wind and rain 11 miles southwest of Ocala
The nearest official wind readings come from the Ocala airport station, which logged a 36-knot gust in Hurricane Nicole in 2022 and 35 knots, with 3.36 inches of rain, in Milton in 2024. Irma in 2017 left 8.63 inches at a gauge 1.1 miles southeast of Ocala and pushed rivers in the county to major or record flood stages.
Marion County's largest natural-disaster threats are high winds and flooding, and tornadoes are a concern too. NOAA Atlas 14 at On Top of the World puts the 10-year, five-minute rain rate at 9.74 inches an hour. That burst, more than the Ocala station's 51.64-inch yearly normal, is what sizes a gutter.

Questions
On Top of the World roofing questions
Who issues roof permits in On Top of the World?
Marion County Building Safety. On Top of the World is an unincorporated census place 11 miles southwest of Ocala, first listed in 2020, so county permits apply. A re-roof needs a permit and two inspections but no plan review under FBC-B 107, and ordinary minor repairs can proceed without a permit only if the building official approves. Any exterior rules your neighborhood sets are separate from the county permit.
What should a roofing contract for an On Top of the World home include?
Florida sets two notices by statute. Under Fla. Stat. 489.147(5), every contract to repair or replace a roof on a home must state that the contractor may not offer a rebate, gift, gift card, cash, coupon, deductible waiver or anything of value for allowing a roof inspection or making a roof insurance claim. Without that notice the owner may void the contract within 10 days. Under 489.147(7), bold type of at least 14 points on the signature page tells the owner to check coverage with the insurer before signing if the work relates to a claim. In a community with a median age of 71.4, a second reader at the kitchen table helps.
Are On Top of the World roofs built to the 2007 code?
It depends on when each roof went on. The 2007 Florida Building Code took effect March 1, 2009. The median home here was built in 2006, so at least half the houses were first roofed under older editions, while the 41.2% built in 2010 or later started under the 2007 code or newer. A full re-roof since 2009 moves a home into the newer group. The permit record, not the house's age, settles it.
How strong are the winds in On Top of the World?
The closest official readings are at the Ocala airport, where Nicole gusted to 36 knots in 2022 and Milton to 35 knots in 2024. High winds and flooding are Marion County's largest natural-disaster threats, with tornadoes also a concern. For design, the code uses the ASCE 7-22 wind speed for each address, the value the state's wind mitigation form also uses to place a home in a wind region. The stricter HVHZ chapters of the code apply only in Broward and Miami-Dade, not in this county.
