Buenaventura Lakes is an unincorporated census-designated place, so the Osceola County Building Office handles roof permits. Osceola County's 2026 HB 803 permit exemption covers only qualifying single-family work. It excludes any property partly or entirely in a flood hazard area, so confirm with the building office before skipping a permit.

The 25 percent rule says that if you repair or replace more than 25 percent of a roof section in 12 months, the whole section must be replaced or recovered. The exception applies only if that roof itself was built or replaced under the 2007 Florida Building Code or later. The 2023 code took effect December 31, 2023, and the Ninth Edition applies to permit applications from December 31, 2026.

Once you have a permit, work must start within 6 months of issuance. The permit also expires once six months pass with no work done. Submit the Notice of Commencement before the first inspection takes place.
