Hurricane Milton came ashore on Siesta Key on October 9, 2024, as a category 3 hurricane, and Venice Beach recorded a 93-knot gust, about 107 mph. Roofs here met that wind on a housing stock whose median build year is 1988, and five separate offices issue the permits to repair or replace them.

A 1988 median home and the roof above it
Before you call roofing companies in Sarasota County, Florida, find two dates for your house: the year it was built and the year its roof was last fully replaced. Countywide, 67.3% of homes went up before 2000 and 35.7% before 1980. That puts a large share of the stock ahead of Florida's first statewide building code, which replaced local codes on March 1, 2002. Just 15.2% of homes date from 2010 or later.
The people in those homes shape the work as well. Owners occupy 76.7% of occupied homes, so most re-roof decisions here are made by the household under the roof, and the median resident is 57.4 years old. Single-family detached houses are 57.5% of all housing units, 20% of homes sit in buildings with five or more units, and 8.3% are mobile homes. Condominium buildings bring their own rules, covered under commercial roofing in Sarasota County, and insurer letters about roof age are the subject of roof inspections.
Code
Wind design on the Gulf coast
The High-Velocity Hurricane Zone stops at Broward and Miami-Dade counties, so Sarasota County roofs are built to the Florida Building Code's regular roofing chapters. The Eighth Edition (2023) has governed permits since December 31, 2023. Any application filed on or after December 31, 2026 must meet the Ninth Edition instead.
Design wind speed is looked up by address, not by county. Florida's wind mitigation form relies on the ASCE 7-22 hazard tool and sorts a home into one of three regions, from under 130 mph up to 140 mph and higher. Land within 1 mile of the coastal mean high water line counts as a wind-borne debris region where that speed is 130 mph or more, and so does any spot rated 140 mph or more.
That 1-mile line is worth checking for any house on or near the county's Gulf barrier islands, which include Siesta Key, Lido Key and the southern part of Longboat Key. Inside the debris region, a re-roof on a site-built home above a value threshold in Fla. Stat. 553.844 also brings roof-to-wall connections into play, capped at 15% of the cost of the roof replacement.
Permits
Who issues roof permits in Sarasota County
Which office permits your roof depends on which side of a city line you live on. North Port, the City of Sarasota, Venice and the Town of Longboat Key each run their own building departments. Everything else, including Englewood, South Venice, Fruitville, Palmer Ranch, Sarasota Springs and Laurel, falls to Sarasota County Planning and Development Services, Building, which serves unincorporated land.
The county's own site turned away automated requests when this page was researched, so its details come from an archived copy dated April 19, 2026.
One county service can save a trip. Sarasota County offers virtual inspections for re-roof permits through VuSpex, at the 'Dry in and flashing' and 'Roof in progress' stages. Separately, the Florida Building Code requires two inspections on every re-roof, a sheathing or dry-in inspection and a roofing inspection, even though a re-roof needs no plan review (FBC-B 107 and 110.3).
North Port adds a note worth knowing: its permitting page says the HB 803 permit exemptions do not cover roofing, which the city treats as structural work.

Nine storms since 2016, and what each did here
Six of the storms in the NOAA record for Sarasota County stand out:
- Hurricane Milton (2024): landfall on Siesta Key as a category 3 at 100 knots; 6 to 9 feet of surge from Venice south to Boca Grande and up to 10 feet near Manasota Key; a 79-knot sustained wind and a 93-knot gust at Venice Beach.
- Hurricane Helene (2024): surge damaged numerous structures along the coast, with 4 to 6 feet of inundation from Venice to south of Englewood and dozens of rescues.
- Hurricane Debby (2024): 16.98 inches of rain in Sarasota, the highest storm total in Florida, and more than 500 high-water rescues along the Myakka River and in the Pinecraft and Philippi Creek neighborhoods.
- Hurricane Idalia (2023): 3 to 5 feet of surge inundation that reached as far south as Englewood.
- Hurricane Ian (2022): the Myakka River crested at a record level, and its flooding shut part of I-75 in southern Sarasota County.
- Hurricane Hermine (2016): a 63-knot gust at an elevated station in Sarasota, thrown off by a squall far from the center.
Irma in 2017, Eta in 2020 and Elsa in 2021 complete the list with surge along the coast, street flooding and downed trees. Three hurricanes in 2024 alone left many roofs here with patched sections, and a patch does not reset a roof's age for insurance (Fla. Stat. 627.7011(5)(d)).
2024Hurricane Debby
- Florida's highest storm-total rainfall (16.98 inches in Sarasota); over 500 high-water rescues along the Myakka River and in the Pinecraft and Philippi Creek neighborhoods.
2024Hurricane Helene
- Surge damaged numerous structures in coastal Sarasota County with dozens of rescues; 4-6 ft of inundation from Venice to south of Englewood.

- Significant flooding when the Myakka River crested at a record level; a portion of I-75 in southern Sarasota County was shut down by Myakka River flooding.

Climate
Rain totals, rain bursts and river flooding
Normal yearly rain is 49.05 inches at Sarasota-Bradenton International Airport and 51.27 inches at Venice, on NOAA's 1991-2020 normals, and about 60% of it falls from June through September. Those are the months when a lifted shingle turns into a ceiling stain.
Totals understate the burst. At NOAA Atlas 14's Sarasota point, a 10-year storm rains at 10.2 inches an hour for five minutes and drops 6.89 inches of rain in 24 hours, and the 100-year, 24-hour depth is 11.9 inches. Debby went past even that with 16.98 inches in 2024. Gutters sized for an hourly rate can spill in a five-minute burst, and the gutters page for Sarasota County works through the numbers.
Rivers flood here as well as the Gulf. Ian and Debby both brought Myakka River flooding and hundreds of rescues. The county's building page also reminds owners that, under the Florida Building Code, exterior equipment such as an HVAC unit in a flood zone that is damaged by flooding must be elevated when it is replaced, and it points to new FEMA flood maps.

Local rules
Historic Venice and the planned communities
Inside the Historic Venice district, all new construction and alterations must follow the Venice Historic Precedent style, with materials, colors and finishes set in the city's Land Development Code. A new roof is an alteration the street can see, so check with the City of Venice before you settle on a material or color.
Large planned communities add a layer of their own. Palmer Ranch began as a Development of Regional Impact in 1984, Wellen Park in North Port spans more than 7,000 acres, and part of Lakewood Ranch, 714 residents in the 2020 Census, lies in Sarasota County, though its page sits under Manatee County. Ask your association whether it reviews roof materials or colors.

Roofing questions in Sarasota County
Who issues a roof permit in Sarasota County?
It depends on whether your home sits inside a city or town. North Port, the City of Sarasota, Venice and Longboat Key each issue their own building permits. Homes in unincorporated areas, which include Englewood, South Venice, Fruitville, Palmer Ranch, Sarasota Springs and Laurel, go through Sarasota County Planning and Development Services, Building. A re-roof skips plan review under the Florida Building Code, but it is still permitted and inspected. Ask the office for your address which forms it wants.

Is Sarasota County in the High-Velocity Hurricane Zone?
No. The Florida Building Code puts only Broward and Miami-Dade counties in the High-Velocity Hurricane Zone, so Sarasota County roofs are designed under the code's regular chapters with statewide product approvals. That does not make the wind mild. Hurricane Milton made landfall on Siesta Key in 2024 at 100 knots, and Venice Beach logged a 93-knot gust. Does North Port require a permit for a new roof?
Yes. The City of North Port's permitting page says roofing still needs a permit under Florida's HB 803 exemption rules, because the city treats it as structural work. North Port runs its own building department, so a North Port re-roof is permitted by the city, not by Sarasota County. Plan on the two inspections the Florida Building Code requires on any re-roof: one for sheathing or dry-in and a roofing inspection. If the house is in a planned community such as Wellen Park, which spans more than 7,000 acres in North Port, ask its association about any review it adds.

What does Longboat Key require with a roof permit after Helene and Milton?
Since Hurricanes Helene and Milton in 2024, the Town of Longboat Key requires a FEMA Substantial Damage/Improvement form with every building permit, and a re-roof is a building permit. The town runs its own Building Division, so the form and the permit go there rather than to Sarasota County. Only the southern part of Longboat Key lies in Sarasota County; it is one of the county's Gulf barrier islands, along with Siesta Key and Lido Key. Ask the Building Division which edition of the form it wants and whether it needs anything else with a roof application.

When is the easiest time of year to re-roof in Sarasota County?
Late fall through spring usually brings fewer weather delays. The National Weather Service dates Southwest Florida's rainy season from May 15 to October 15, and about 60% of the county's normal rain, 49.05 inches a year at the Sarasota-Bradenton airport, falls from June through September. The Atlantic hurricane season adds its own window, June 1 through November 30, with the peak near September 10. A tear-off leaves the deck exposed until dry-in, so a drier month means fewer stops. Time the application too: a permit lapses if work has not started within 6 months of issue (FBC-B 105.4.1).

Does Sarasota County require a re-roof affidavit?
Our research did not confirm a county re-roof affidavit, so ask before you apply. The county's building pages could only be read from an archived copy dated April 19, 2026, and the four municipal departments, in North Port, Sarasota, Venice and Longboat Key, each keep their own form lists. What is settled statewide: a re-roof needs a permit, skips plan review, and gets a sheathing or dry-in inspection plus a roofing inspection. Roofing products also need Florida product approval under Fla. Stat. 553.842(5), so keep the approval numbers for your materials handy.
