Roofing in Cypress Gardens, Florida

In June 2022, golf-ball-size hail fell near Cypress Gardens. That is the kind of hit that can crack shingles and dent metal, and it matters here because more than half of the homes were built before 1980. Many roofs on those homes are likely past the age where an insurer will ask for documentation, so a roof check is worth scheduling before the next storm season.

Housing age

The age of local housing stock and the roofing consequences that follow from it

The typical home in Cypress Gardens was built around 1979. Over half of its housing units predate 1980, while the county as a whole is closer to one in three. That suggests many original roofs have already passed 25 years, and some may be well beyond it.

Only about 5.5 percent of homes here were built in 2010 or later. If your roof is one of the older ones, the age alone is worth noting before a storm forces the question.

Permits and homes

Mobile homes, seasonal units and who issues permits

About 3.9 percent of housing units here are mobile homes, and about 4.4 percent are seasonal or occasional-use homes. Both can have roofs that were replaced under different rules than a site-built house, so confirm the details with the county before you start.

Cypress Gardens is an unincorporated place, so roof permits go through the Polk County Building Division rather than a city office. Ask the division whether your roof work needs a permit, since the 25 percent rule can apply to partial replacements.

Storms and rain

Storms and rain that reach this town

Hurricane Ian in 2022 brought up to 6 to 12 inches of rain across Polk County, and the Peace River at Bartow crested near its third-highest level on record. Hurricane Irma in 2017 and Hurricane Nicole in 2022 also reached the county.

NOAA's rainfall data for this town show a one-hour rain in a 10-year storm falling at 2.79 inches an hour. That is more than a third of an inch per minute, enough to test gutters and downspouts on an older roof.

Questions

Cypress Gardens roofing questions

What is the 15 year roof rule in Florida?

Florida's 15 year roof rule comes from Fla. Stat. 627.7011(5), which says an insurer may not refuse to issue or renew a homeowner's policy solely because the roof is less than 15 years old. When your roof is 15 years old or more, the insurer has to allow an authorized inspector to examine it, with you paying for that inspection, and it cannot decline to cover you or refuse to renew based only on age if the inspector finds at least 5 years of useful life remaining. Inspectors count as authorized when the insurer approves them, and that group includes licensed home inspectors, roofing contractors, engineers and architects. The 3.46 square miles of land in this Polk County city hold 4,525 housing units, and each of those roofs falls under the same state rule.

What is the new law in Florida about roofs?

Eighth Edition of the Florida Building Code went into force on December 31, 2023, with the Ninth Edition scheduled to follow on December 31, 2026. Any permit filed on or after that date has to meet the edition then in effect. Homes in Polk County, including Cypress Gardens, follow these county permit rules. Ask the Polk County Building Division which edition applies to your project.
