Roofing in Brevard County

Hurricane Matthew's center passed about 25 miles offshore in 2016, yet it gusted to 87 mph at Satellite Beach, and the damage it left here generally involved roof shingles, soffits, awnings and pool enclosures. Roofing in Brevard County means planning for storms like that on homes with a median build year of 1988.

Housing

Brevard homes by age, type and owner

Anyone sizing up roofing companies in Brevard County, Florida, should start with the houses. The Census Bureau's 2020-2024 survey puts the median build year at 1988, give or take two years. Nearly a third of the county's 299,305 housing units, 32.1%, went up before 1980, and only 10.9% date from 2010 or later. The National Roofing Contractors Association says most new roofs are designed for about 20 years of service, so a typical Brevard house has likely outlived its first roof.

Build dates also tell you which rules a roof went on under. Florida swapped its local codes for one statewide code on March 1, 2002, after Hurricane Andrew. The 2007 edition, in force from March 1, 2009, matters most at re-roof time: under Fla. Stat. 553.844(5), a roof built to it or a later edition can have a section redone with only the new work meeting today's code.

Detached single-family houses make up 65.9% of the housing units and mobile homes 7.2%. Owners occupy 76.7% of occupied homes, and the median resident is 46.7 years old. Before Matthew, mandatory evacuations covered mobile homes countywide, and inland the damage came mostly from falling trees on older buildings and mobile homes near woods.

Code

Wind design along a 70-mile coastline

Brevard sits outside the High-Velocity Hurricane Zone, which the code limits to Broward and Miami-Dade counties, but wind design still varies along a coastline more than 70 miles long. The county publishes address-level wind speed maps by risk category for permitting, and the code keys shingle wind classes and deck nailing to that design speed.

The same number decides whether a house falls in the wind-borne debris region: within 1 mile of the coastal mean high water line where the design speed is 130 mph or more, or anywhere it reaches 140. Matthew's structural wind damage was confined mainly to the barrier islands and to properties facing larger bodies of water.

The 2023 code, 8th edition, has been in force since December 31, 2023; permit applications submitted on or after December 31, 2026 fall under the 9th.

Permits

Finding your roof permit office in Brevard

The office that issues your permit depends on which side of a city line you live on. Fifteen cities and towns, from Titusville and Cocoa to Palm Bay and Malabar, run their own building departments or permit portals. Outside city limits, Brevard County Planning & Development handles building permits, and that covers the census-designated communities of Merritt Island, Port St. John, Viera East and Viera West. Research found no permit page for Palm Shores, so check with the town before work begins.

Two state rules hold everywhere. A re-roof skips plan review by the building official but is inspected twice: sheathing or dry-in while the deck is exposed, then the roofing itself, covering dry-in, insulation, the covering and flashing.

Storm record

What seven storms since 2016 did to Brevard roofs

Start with wind. Matthew gusted to 70 mph at Melbourne International, 77 at Cocoa Beach, 81 on Merritt Island and 87 at Satellite Beach, destroying 11 homes and doing major damage to 140 more. Nicole in 2022 brought gusts of 65 to 75 mph on the coast and 50 to 60 inland, and Milton in 2024 reached 80 mph near the shore.

Tornadoes were the second hazard. Irma in 2017 produced eight in the county, some of them waterspouts that came ashore. An EF-2 in Mims left several homes uninhabitable from roof damage, and the Turkey Creek EF-1 hit more than a dozen mobile homes in Palm Bay Estates. Irma damaged more than 7,132 Brevard homes in all.

Water was the third. Dorian in 2019 pushed Indian River Lagoon water about 2 feet above ground, Ian in 2022 closed the Eau Gallie Causeway with flooding, and Milton dropped 3 to 6.5 inches of rain. Debby's rainband flipped five campers at an RV park in 2024. Several homes took water through damaged roofs during Matthew, the case for the secondary water barrier Florida now requires on every roof replacement.

    • 35 structures affected, 62 minor, 8 major, 2 destroyed; major coastal erosion damaged dunes, beach crossovers and boardwalks, and about 10 coastal structures were deemed unsafe; gusts 65-75 mph on the coast, 50-60 mph inland.
  5. 2019Hurricane Dorian

    • Indian River Lagoon water about 2 ft above ground level; 2-4 inches of rain.
  6. 2017Hurricane Irma

    • Over 7,132 homes damaged, including 400 with major damage and 45 destroyed; 100% of FPL customers in the county lost power; moderate to locally severe beach erosion. Eight tornadoes in the county, including EF-1s at Indialantic, Turkey Creek/Palm Bay, Rockledge, Patrick AFB and North Merritt Island and an EF-2 in Mims, with roof and shingle damage.

Climate

Rain, heat and lightning on a Brevard roof

NOAA's 1991-2020 normals give Melbourne International 50.79 inches of rain a year, Titusville 55.20 and Palm Bay 55.55, with 38% to 41% of it falling in June, July and August. Gutters answer to the burst rather than the total: Atlas 14 sets the 10-year, 5-minute rate at Melbourne at 10.6 inches an hour, and a 10-year storm can leave 7.48 inches of rain in 24 hours.

Heat varies more than rain. Palm Bay logs 101.7 days a year at 90°F or hotter, about twice the 50.2 days at the Melbourne Beach station on A1A, with Titusville at 76.7 and the Melbourne airport at 62.8. In Florida Solar Energy Center tests, the attic under dark shingles ran 40°F above the outdoor air at the summer peak.

NWS Melbourne calls central Florida the lightning capital of the United States, and water makes up 34.8% of the county's total area.

Local rules

Affidavits, HB 803, historic and coastal rules

Some offices want more than a permit application. Rockledge requires a Re-roof Supplement Form and a Deck Nailing Affidavit for shingle re-roofs, with added items for flat, metal and tile roofs. Indian Harbour Beach lists a Roof Affidavit and a Product Approval Affidavit among its building permit forms.

Two towns address HB 803 (2026) and its permit exemption directly. West Melbourne says roofing still needs a permit regardless of value, and flood-zone homes do not qualify for the exemption; Melbourne Village says roofing is not exempt. Ask your own office before skipping a permit.

Titusville has Historic Residential District Guidelines, and Melbourne has a Historic & Architectural Review Board. Melbourne Beach's building official also administers coastal construction and coastal setback rules. After a storm, Indian Harbour Beach's recovery guide says temporary tarping or boarding needs no permit, while a roof replacement or substantial repair does.

Roofing questions in Brevard County

Who issues a roof permit in Brevard County?

It depends on whether your address is inside a city or town. Fifteen municipalities, among them Palm Bay, Melbourne, Titusville, Cocoa and Cocoa Beach, issue their own permits. Brevard County Planning & Development covers unincorporated land, including Merritt Island, Port St. John and both Viera communities. Research found no permit page for Palm Shores, so ask the town. Whoever issues it, a re-roof skips plan review but is still inspected.

Does HB 803 let me re-roof in Brevard without a permit?

Do not count on it. West Melbourne's building department says that under HB 803 (2026) roofing still needs a permit regardless of value, and flood-zone homes cannot use the exemption. Melbourne Village says roofing is not exempt. Other offices may word it differently, so ask the one covering your address. The state code does let a building official approve ordinary minor repairs without a permit, case by case.

Is Brevard County in the High-Velocity Hurricane Zone?

No. The Florida Building Code limits that zone to Broward and Miami-Dade counties, so Brevard roofs follow the statewide roof chapters. Wind still sets the rules: the county publishes address-level wind speed maps by risk category, and homes within 1 mile of the coast fall in the wind-borne debris region where the design speed is 130 mph or more. Matthew's 87 mph gust at Satellite Beach in 2016 shows why.

Irma in 2017 tops the record: more than 7,132 homes damaged, 400 with major damage and 45 destroyed, plus eight tornadoes, including an EF-2 in Mims. Matthew a year earlier destroyed 11 homes and did major damage to 140, mostly through shingles, soffits, awnings and pool enclosures. Do I need a permit to tarp my roof after a storm in Brevard?

Usually not for the tarp itself, but confirm with your office. Indian Harbour Beach's post-storm guide says temporary tarping or boarding needs no permit, while a roof replacement or substantial repair does. Unincorporated places such as Merritt Island go through the county. After a storm like Milton, which affected 405 Brevard structures in 2024, photograph the damage before tarping. Florida law requires notice of a new insurance claim within 1 year of the loss; your insurer or agent can explain the rest.

My Brevard house was built in the 1980s. Will my insurer ask about the roof?

If the roof is 15 or older, expect it. Insurers look at the roof's age, and the median Brevard home dates to 1988. Under Fla. Stat. 627.7011(5), the age of a roof under 15 years cannot be the only reason an insurer refuses or non-renews a policy. For an older roof, the insurer must let you get an authorized inspection at your expense, and 5 or more years of remaining life blocks an age-only refusal. Citizens adds lines at 25 years for shingle and 50 for tile or metal.

Do beachside homes in Brevard face extra roofing rules?

Some do. Melbourne Beach's building official also handles coastal construction and coastal setback regulation, and beachside homes are the likeliest to sit in the code's wind-borne debris region. Matthew's structural wind damage was confined mainly to the barrier islands, and Nicole in 2022 left about 10 coastal structures unsafe after major erosion. Ask your town's building office about setbacks and product rules before you choose a roof system.
