What a 1993 median build year means on Mount Dora roofs
Six in ten Mount Dora homes went up before 2000, and the median one in 1993. Florida had no single statewide building code until March 1, 2002, when the first edition replaced local codes judged inadequate after Hurricane Andrew. A house from that stretch still on its first roof carries a covering, underlayment and deck nailing from the local-code years.
The 2007 edition matters most at re-roof time. It took effect March 1, 2009, and a roof built to it or a later edition can have a quarter or more of a section redone while the rest stays (Fla. Stat. 553.844(5)). An older roof gets no such pass: past 25% of a section in 12 months, the whole section comes up to code (R908.1.1). Only 22% of Mount Dora's homes date from 2010 or later.
Insurers keep their own clock. Under Fla. Stat. 627.7011(5), roof age alone cannot cost you a homeowner's policy while the roof is under 15, or past 15 if an inspection shows five or more years of life left. Citizens asks for a 4-point inspection on properties over 20 years old, a line the median 1993 house crossed in 2013.
Owners occupy 61.7% of Mount Dora's occupied homes, against 77.6% countywide, so many roofs sit over tenants, and a slow leak under a tenant can go unreported for weeks. Mobile homes are just 2.6% of housing units, against the county's 16.3%.

The Mount Dora Historic District, which covers downtown, joined the National Register of Historic Places on October 1, 2009. If your building sits inside it, put one question to the city before choosing a roof material or color: does the job need a design review on top of the permit?
The City of Mount Dora Building Division oversees new construction, additions and alterations through permitting, plan review and inspections, as each of Lake County's 14 municipalities does for itself. A house outside the city limits files with Lake County's Office of Building Services.
A re-roof is exempt from plan review under FBC-B 107, yet the inspector still comes twice: once at sheathing or dry-in while the deck is open, and again for the final look at dry-in, insulation, coverings and flashing (FBC-B 110.3).

Lake County leaves permitting to each of its 14 municipalities, so a house just past the city line files with the county's Office of Building Services. It can, so ask before you buy materials. The Mount Dora Historic District, covering downtown, was added to the National Register of Historic Places on October 1, 2009. The state wind mitigation form sends inspectors to the ASCE 7-22 hazard tool, which places a home in Region 1 (at least 140 mph), Region 2 (130 to 139 mph) or Region 3 (under 130 mph). Lake County sits outside the High-Velocity Hurricane Zone, which the code limits to Broward and Miami-Dade, but inland is not calm: Milton gusted to 72 knots at the Leesburg airport in 2024.
