What a 1982 median build year means for your roof

Half of Titusville's houses were standing by 1982, the city's median build year in the Census Bureau's 2020-2024 survey. Brevard's median is 1988. Only 9.3% of the city's homes went up in 2010 or later, so new construction has barely moved that average.

A house that old was framed and decked before Florida's first statewide building code took effect on March 1, 2002. When its covering comes off, today's code treats the deck as a re-roof deck: plywood or OSB held by staples or 6d nails gets extra ring-shank nails no more than 6 inches apart, and a secondary water barrier goes over the whole roof. Plan for both on a Titusville roof replacement rather than learning about them halfway through.

Roof age drives insurance, too. Once a roof is 15 years or older, Florida law says the insurer must let you have it inspected at your own expense before requiring a replacement, and it may not refuse or non-renew for age alone if that inspection shows 5 or more years of useful life. On an older house, a roof inspection is often the sensible first step.

Owners occupy 72.1% of Titusville's occupied homes (Brevard: 76.7%). For an owner, the real question is how many more years the house needs a dry roof. A two-year plan and a fifteen-year plan point to different jobs, and it is fair to ask for a price on both.

Storms and water

The river, the storms and Titusville's roofs

Titusville began on the water. Col. Henry Titus came ashore on the Indian River in 1867, and the area's first post office, Sand Point, dates to 1859. Water still covers 14.8% of the city's area, 5.1 of its 34.3 square miles.

That matters in a hurricane. After Matthew in 2016, the National Weather Service found Brevard's structural wind damage mainly on the barrier islands and on properties exposed to larger bodies of water. The damage was shingles, soffits, awnings and pool enclosures, and several homes took water through damaged roofs.

Irma in 2017 damaged more than 7,132 homes across the county; 400 had major damage and 45 were destroyed. Eight tornadoes touched down, among them an EF-2 in Mims that left several homes uninhabitable from severe roof damage. Milton in 2024 followed with gusts of 50 to 70 mph, up to 80 near the coast, and 3 to 6.5 inches of rain.

Between storms, the weather does the wearing. Titusville's NOAA station averages 55.20 inches of rain a year, 22.44 of it from June through August, and 76.7 days a year at 90°F or hotter. University of Florida researchers found asphalt shingles tend to come partly unsealed after their first four years, mostly at exposed corners, and a Florida study cited by FEMA found unsealed shingles were a source of failure in high wind.

Historic districts and flood rules in Titusville

Titusville publishes Historic Residential District Guidelines and keeps local historic designations. On a designated house, or one inside a historic district, a change of roofing material or color can need design review on top of the building permit. Read the guidelines and ask the city before you order material.

The city also takes part in FEMA's Community Rating System, which earns flood insurance discounts in 5% steps by class, and its floodplain administrator works inside the Building Department. If your lot is in a mapped flood zone, ask that office early how the flood rules touch your project.

Brevard County posts building-code wind speed maps by address and risk category. The number for your lot changes details such as drip edge, which must be nailed every 4 inches instead of every 12 where the allowable stress design wind speed is 110 mph or more.

Mobile homes are 3.7% of Titusville's housing, about half the county's 7.2%. Before Matthew, evacuation orders covered mobile homes countywide, and inland the storm's worst damage came from fallen trees on older buildings and mobile homes near woods.

Do I need a permit to replace a roof in Titusville?

Yes. A re-roof inside city limits needs a permit from the City of Titusville Building Department, followed by a sheathing inspection and a final roofing inspection; Brevard County handles addresses outside the city. The code spares re-roofs from plans review, which keeps the paperwork short, but not from inspections. For a small repair, the building official decides whether a permit is needed, so ask before any work starts.

The short bursts matter more than the total: NOAA Atlas 14 puts the 10-year, 5-minute rate at 10.6 inches an hour at Melbourne, the nearest point in our data, and the 10-year, 24-hour rain at 7.48 inches. Irma damaged more than 7,132 homes in Brevard in 2017, with 400 suffering major damage and 45 destroyed. The National Weather Service counted eight tornadoes in the county; the strongest, an EF-2 in Mims, left several homes uninhabitable from severe roof damage. Every FPL customer in the county lost power. If your roof was patched after Irma rather than replaced, that patch has faced every hurricane season since.
