Delray Beach began as a farm settlement that shipped winter vegetables north, and its Pineapple Grove neighborhood near downtown still carries that history in its name. Incorporated in 1911, the city now counts 37,427 homes with a median build year of 1983, three years older than the Palm Beach County median.

Older houses, older owners: Delray Beach roofs by the numbers
Close to half of Delray Beach's housing, 42.8%, was built before 1980, against 33.5% across Palm Beach County, and only 9.3% dates from 2010 or later. Florida did not have one statewide building code until March 1, 2002. The Legislature adopted it after Hurricane Andrew showed that the old patchwork of local codes was not enough.
That gap surfaces when a roof comes off. On a house with a wood deck, the residential code then requires the deck to be re-fastened to its nailing table and a secondary water barrier to go down before the new covering (R908.7). A deck nailed in the early 1980s was built before Florida wrote either rule into the re-roof process. The roof replacement page for Delray Beach walks through both.
The people are older than the county's too. The median Delray Beach resident is 51.3 years old, against 45.3 countywide, and 28% of residents are 65 or older. Owners occupy 63.2% of the occupied homes, and 11.7% of all housing units are held for seasonal, recreational or occasional use, above the county's 9.5%. A leak that starts while a seasonal house stands empty can run until the owner comes back.
Detached houses are only 34% of the city's housing units, and 30.8% of units sit in buildings of 10 or more. In those buildings a condominium board or an owner makes the roof call, and Florida's reserve-study law for condos of three or more habitable stories lists the roof first. Local rules
Permits and historic review inside Delray Beach
Inside city limits, the City of Delray Beach issues building permits through the Building Division of its Development Services department, so a Delray Beach re-roof is permitted by the city, not by Palm Beach County. The county's online Self-Issued Reroof Application is a county Building Division tool; confirm with the city before assuming it covers your address.
Development Services also houses the city's Historic Preservation office. If your house is designated or sits in a historic district, ask that office whether a change of roof material or color needs its review, and do it before anything is ordered.
The High-Velocity Hurricane Zone ends at the Broward County line: the Florida Building Code puts only Broward and Miami-Dade inside it. So Delray Beach houses follow the code's ordinary roofing chapters, and the wind speed a roof is designed for is looked up per address in the ASCE 7-22 hazard tool, the same tool the state wind mitigation form cites.

Tornadoes and surge on the Delray Beach record
On September 27, 2022, as Hurricane Ian crossed Florida, the Storm Prediction Center's preliminary reports placed a tornado near Kings Point, about 3 miles west-southwest of Delray Beach, with overturned cars and blown-out windows. The National Hurricane Center's report on Ian adds an EF-2 tornado elsewhere in Palm Beach County that made the roof of a house collapse, injuring two people.
Water comes from the ocean side as well. During Irma in 2017, NHC recorded 2 to 4 feet of inundation above ground along the coast of northern Miami-Dade, Broward and Palm Beach counties, and a storm-tide sensor on the Intracoastal Waterway in neighboring Boca Raton read 3.05 feet. In 2019 Dorian stayed offshore, yet its storm surge watch still ran from Deerfield Beach to Lantana.
The calendar sets the rhythm. Hurricane season runs June 1 to November 30 and peaks around September 10, and at West Palm Beach International Airport, the long-term NOAA station closest to the city in our data, 67.3% of a normal year's rain falls from May through October. A ground-level look after every severe wind, plus a spring check before the wet months, catches most problems while they are still small.

Who issues a roof permit in Delray Beach?
The City of Delray Beach does, through the Building Division in its Development Services department, for any address inside city limits. Under the Florida Building Code a re-roof needs a permit (FBC-B 105.1) but no plan review (FBC-B 107), and the work is inspected twice: once at the sheathing and dry-in stage and again when the roofing is finished (FBC-B 110.3). Palm Beach County's Building Division and its Self-Issued Reroof Application handle the addresses the county permits, so make sure your house is inside the city line before you apply.

Do I need historic review to change the roof on an older Delray Beach house?
Only if the property falls under the city's historic rules, and it is worth asking before you pick a material. Delray Beach keeps a Historic Preservation office in Development Services. A roof is the biggest exterior surface on most houses, so a switch from shingle to metal or tile, or a new color, is exactly the kind of change to raise with that office first. Houses outside its scope go straight to the Building Division for the permit. The question comes up on plenty of streets here, since 42.8% of the city's homes were built before 1980.

Did Hurricane Ian's tornadoes reach Delray Beach?
One came close. Preliminary Storm Prediction Center reports for September 27, 2022 placed a tornado near Kings Point, about 3 miles west-southwest of Delray Beach, with overturned cars and blown-out windows. NHC's Ian report separately describes an EF-2 tornado in Palm Beach County that caused a house roof to collapse and injured two people. These were preliminary reports. If nobody has looked at your roof since that night, start from the ground: lifted shingles, bare ridge lines, cracked tile and new ceiling stains are the signs to look for.

How do I look after the roof on a seasonal home in Delray Beach?
Schedule around the months you are away. In Delray Beach, 11.7% of housing units are held for seasonal, recreational or occasional use, and an owner who is gone from June 1 to November 30 misses the whole hurricane season. NRCA suggests roof checks in fall and spring; for a seasonal house, make the spring check before you leave and arrange for someone local to look after any named storm or severe wind. Clear the gutters before the wet season too, since most of the year's rain at the West Palm Beach airport falls from May through October.
