Built in 1986: what an older Eustis house asks of its roof
Three of every four Eustis homes, 76.0%, were built before 2000, and only 9.4% date from 2010 or later. Most houses in town predate Florida's statewide building code entirely: the first Florida Building Code replaced local codes on March 1, 2002. When one of those roofs comes off today, the replacement has to meet the current code, including the deck attachment and secondary water barrier rules Florida required for re-roofs by October 2007.
Age shows up in insurance before it shows up on the ceiling. Citizens Property Insurance requires a 4-point inspection, roof included, on applications for homes more than 20 years old, which covers every house built before 2006 and so most of Eustis. Other insurers may ask more questions once a roof turns 15, though Fla. Stat. 627.7011(5) gives the homeowner the right to an inspection first. What counts is the roof's age, measured from its last full replacement, not the year the house went up.
Mobile homes are 8.0% of Eustis housing, the same share as Florida overall and well under Lake County's 16.3%. Citizens' 4-point rule names mobile home applications too, but Senate staff note that the state's 15-year roof statute does not reach mobile home policies, so owners of manufactured homes should ask their insurer how roof age is handled.

Eustis' downtown commercial blocks form a National Register district, the Eustis Commercial Historic District, and the 1927 Eustis City Hall is listed on its own. Nearby, the Mount Dora Historic District joined the Register in 2009. Who issues roof permits in Eustis?
The City of Eustis Building Department does, for property inside city limits: it reviews construction plans, issues permits and performs inspections. If your address is outside the city, the Lake County Office of Building Services handles it, because each of Lake County's 14 municipalities runs its own permitting. A re-roof needs a permit under the Florida Building Code, though reroofs are exempt from plan review, and the job is inspected at the sheathing or dry-in stage and again when the roofing is done.

Is a 1980s house in Eustis harder to insure because of the roof?
The house's age matters less than the roof's. Citizens requires a 4-point inspection for homes more than 20 years old, and its roof section records the covering, the roof's age, its remaining useful life and the last roofing permit. For shingle roofs older than 25 years, Citizens wants proof of at least five more years of life. A house from the 1986 median that still has a roof from before 2001 is past that 25-year line. The permit date on file with the City of Eustis Building Department documents a newer roof. Your insurer or agent can explain how your policy treats roof age.

Does the 25 percent roof rule apply to my Eustis home?
It applies to any roof system built before the 2007 Florida Building Code took effect on March 1, 2009. On those roofs, no more than 25% of the roof or of a roof section can be repaired, replaced or recovered in 12 months before the whole roof or section has to meet current code. Roofs built or replaced to the 2007 code or later are exempt under Fla. Stat. 553.844(5). With 76.0% of Eustis homes built before 2000, the deciding fact is when your roof was last fully replaced, which a permit record shows.

How are mobile home roofs in Eustis treated for insurance inspections?
Differently in one important way. Citizens' 4-point inspection rule covers mobile home applications for homes more than 20 years old, just as it covers site-built houses. But Senate staff note that Florida's 15-year roof statute, 627.7011(5), does not apply to mobile home policies, so the inspection steps that statute sets out are written for other homeowner policies. Mobile homes make up 8.0% of Eustis housing, compared with 16.3% across Lake County. Ask your insurer or agent which roof-age rules apply to your policy.
