Westchester's older homes and what that means for roofs
In Westchester, 74.7 percent of homes were built before 1980. Miami-Dade County as a whole stands at 49.6 percent. A home built in the 1970s may still have a roof that was replaced since, but the numbers suggest many roofs here are likely at or past the 15-year mark insurers watch.
Only 0.9 percent of homes here date from 2010 or later. Newer construction is rare, so almost every roof you see has been repaired or replaced at least once. Ask when yours last was, and find the permit record.
The housing mix differs from the county too. Single-family detached homes make up 63.5 percent of units here, against 38.8 percent countywide. Buildings with 10 or more units are 18.6 percent here and 40.2 percent in the county. Mobile homes are 1.1 percent of units.
Insurance rules
Insurer roof inspections at 15 years
About 23 percent of Westchester residents are 65 or older, so many owners have held one policy for years. Florida Statute 627.7011(5)(b) bars an insurer from refusing a homeowner's policy only because the roof is under 15 years old. Roofs past that age fall under a separate provision.
Once a Westchester roof reaches 15 years, you may hire an authorized inspector and pay for the visit yourself. The insurer has to allow it before demanding a replacement. A finding of 5 or more years of useful life blocks a refusal or non-renewal based on age alone. Your agent can tell you how that plays out on your own policy.

Miami-Dade permits and the 25 percent rule
Westchester is a census-designated place, not a city. The Miami-Dade County Regulatory and Economic Resources Building and Permits office issues roof permits here. Miami-Dade is also one of the two counties in the High Velocity Hurricane Zone, which carries the strongest hurricane provisions in the Florida Building Code.
The 25 percent rule caps repairs, replacement or recovering at 25 percent of a roof section in any 12-month period. Go past it and the entire roof or section has to be redone. The exception reaches only a roof that was itself built, repaired or replaced to the 2007 Florida Building Code or a later edition. With homes this old, many Westchester roofs may not qualify.
A permit also starts clocks. Work must begin within 6 months of issuance, or the permit lapses. The Notice of Commencement must be recorded and posted on the job site ahead of the first inspection.

Miami-Dade's normal annual rainfall is 67.41 inches at Miami International Airport, and 76.6 percent of it falls from May to October. Atlantic hurricane season starts June 1 and ends November 30, with activity thickest from mid-August to mid-October.

What is the 25% roof rule in Florida?
Florida Building Code section 1511.1.1 limits repair, replacement or recovering to 25 percent of a roof section in any 12-month period. Exceed that and the whole roof or section must be replaced or recovered. A roof that itself met the 2007 Florida Building Code or a later edition is treated differently. Miami-Dade County Regulatory and Economic Resources, Building and Permits, issues roof permits here. Westchester is an unincorporated census-designated place, so there is no town building office. Can my insurer make me replace a roof that is 15 years old?

Does Westchester follow the High Velocity Hurricane Zone rules?
Yes. Miami-Dade County is one of two counties in the Florida Building Code's High Velocity Hurricane Zone, and Westchester falls inside it. That brings the strong hurricane provisions adopted after Hurricane Andrew. Products often carry a Miami-Dade Notice of Acceptance, and a copy must be available at the job site for the Building Official. The 25 percent rule also appears in the HVHZ section 1521.4.

Which Florida Building Code edition applies to a Westchester roof permit?
December 31, 2023 is the date the 2023 Eighth Edition became effective. The Ninth (2026) Edition takes over on December 31, 2026, and any application or plans submitted that day or later must follow it. If your Westchester roof permit is filed close to that date, confirm with Miami-Dade County Building and Permits which edition applies.
