Roofing in Hernando County

Hernando County counted 194,515 people in the 2020 Census, and by July 2025 the estimate had climbed to 221,701. That growth sits on top of an older housing stock than you might expect. Roof age, a Gulf coast that floods, and two separate permit offices decide what a roofing job here looks like. Here is how each one works.

Homes and roofs

How old are the homes and roofs here

The 2020 Census counted 89,165 housing units in the county. The newer survey puts the figure at 92,535, and the median home was built in 1991. That suggests many original shingle roofs are already past 25 years old, which is the age Citizens Property Insurance starts asking questions.

Only 9.6 percent of homes went up in 2010 or later, while 18.6 percent predate 1980. Most of the county's roofs were therefore put on under older editions of the building code. When yours is replaced, it is built to the code in force that day, not the one your house was built under.

Owners live in 82.5 percent of occupied homes, and 26.4 percent of residents are 65 or older. These are people who plan to stay in the house, so a roof decision here is usually a long-term one. Mobile homes make up 14.4 percent of units and have their own roofing questions.

Code and wind

Florida Building Code and wind rules in Hernando County

The High-Velocity Hurricane Zone rules apply only to Miami-Dade and Broward. Hernando County follows the regular Florida Building Code. The 2023 Eighth Edition took effect December 31, 2023, and the Ninth Edition takes over for any permit application filed on or after December 31, 2026.

No wind design speed for Hernando County is on file with us. Ask the Building Division which design speed applies to your address before you sign for a new roof. Do not accept a number from a sales sheet.

The 25 percent rule matters if you repair in stages. If more than 25 percent of a roof section is repaired or replaced in any 12 months, the whole section must be redone. A roof built or redone under the 2007 code or later only has to bring the repaired part up to current code.

Who issues roofing permits in Hernando County

The Hernando County Building Division handles permits, forms and inspections for the unincorporated county. Brooksville runs its own Building Division, so a house inside city limits goes to a different office. Confirm which one covers your parcel before anyone pulls paper.

The county's exemption list says minor nonstructural roof repairs of 2 squares or 200 square feet or less need no permit. Tree or storm damage, a hole in the roof, or damaged trusses does require one. Liquid roof coatings are exempt, and the list is dated August 6, 2026.

A permit also carries deadlines. Work has to begin within 6 months of issuance, and a job that sits idle for 6 months voids it. A Notice of Commencement must be recorded and posted before the first inspection, or you risk paying twice for the improvements.

Hurricane history: what has hit Hernando County

Hermine in 2016 pushed surge 4 to 6 feet above normal high tide and stranded about 975 households in Hernando Beach. Irma in 2017 left 26 homes or businesses destroyed and 45 with major damage, with up to 10.31 inches of rain near Trilby. Both brought federal major disaster declarations naming the county.

Idalia in 2023 sent a 58 mph gust through Brooksville-Tampa Bay Regional Airport and left 115 structures with major damage. Helene in 2024 did far more: at least 500 homes took major damage, mostly from surge along the barrier islands and coast. Its peak gust was 66 mph at Weeki Wachee.

Wind is not the whole story here. Water is the bigger threat on the coast, and damage from it is different from a roof failure. A roof inspection after a surge event will not tell you about the flooding below it.

    • Gusts 60-70 mph, isolated 76 mph at Brooksville; 5-10 in of rain (14.15 in near Trilby); Brooksville airport 6.49 in on Oct 9, its second-highest 1-day total.     • NHC: highest surge (2-3 ft above ground) along the coasts of Hernando, Citrus, Levy, Dixie and Taylor counties. FEMA emergency declaration EM-3561 covered the county.

    • County EM: 26 homes or businesses destroyed, 45 major damage, 103 minor, 112 affected; up to 10.31 in of rain near Trilby. Rain, lightning and heat on Hernando roofs

Brooksville's 1991 to 2020 normals show 51.94 inches of precipitation a year, with 25.44 inches falling from June through August. Rain reaches 0.10 inch or more on 74.0 days a year. That is a roof that gets wet often, so flashing and sealed edges get tested all summer.

Debby in 2024 dropped 5 to 10 inches, including 8.34 inches near Spring Hill. One tropical system can deliver a large share of the annual total in a few days. Check attic and ceilings after any storm like that, not only after hurricanes.

NOAA lists 21 thunderstorm-wind reports and 3 tornadoes for Hernando zones from 2016 to 2025, and no hail reports. NWS names lightning as Florida's leading weather-related killer. Roof damage here is mostly from wind and falling limbs, not hail.

Local oddities

Local oddities: water, coast and mobile homes

Water covers 242 square miles of the county against 473 of land, so about a third of the total area is water. NOAA splits its storm records into Coastal Hernando and Inland Hernando zones. A storm report for one may say little about the other.

Helene's evacuation orders covered areas west of US-19 and all manufactured and mobile homes. Mobile homes are 14 percent of county housing.

Seasonal or occasional-use homes make up 4.9 percent of units. Those houses sit empty through storms, so a leak can run for weeks before anyone sees it. If you own one, ask a neighbor or manager to check the attic after heavy rain.

Finding your town: Brooksville, Spring Hill and the rest

Brooksville is the county seat and has its own Building Division, so city addresses are permitted separately from the county. Spring Hill lies in unincorporated Hernando County, where the county Building Division handles permits. The same shingle gets different paperwork depending on which side of a boundary you are on.

The county grew 14.0 percent from April 2020 to July 2025, so newer subdivisions sit next to 1991-era streets. Newer roofs fall under recent code editions, and the older ones are likelier to be near the end of their service life. A roof inspection tells you which you have.

Do I need a permit to replace a roof in Hernando County?

Usually yes. The county's exemption list covers only minor nonstructural repairs of 2 squares or 200 square feet or less. Tree or storm damage, a hole in the roof, or damaged trusses requires a permit. Brooksville has its own Building Division, so confirm which office covers your address. Once a permit is issued, a Notice of Commencement must be recorded and posted before the first inspection.

How old is too old for a shingle roof here?

Citizens Property Insurance asks for documentation of at least five years of remaining useful life once a shingle roof passes 25 years, and a hard roof such as tile or metal passes 50. The median Hernando home was built in 1991, so that suggests many original shingle roofs are past that point. Ask your insurer or agent what they require for your policy.

What happens if I repair part of my roof now and more later?

The 25 percent rule counts everything done in any 12-month period. If more than 25 percent of a roof section is repaired, replaced or recovered in that time, the whole section must be replaced or recovered. If the roof was built or redone under the 2007 code or later, only the repaired part must meet current code. Ask the Building Division how they count a staged job.

Is hail a concern for roofs in Hernando County?

Not much. NOAA's storm records for Hernando zones from 2016 to 2025 list no hail reports. They do list 21 thunderstorm-wind reports and 3 tornadoes, two EF1 and one EF0. Wind and falling limbs are the likelier causes of roof damage here. Your insurer decides how a claim is handled.

Do roof coatings need a permit in Hernando County?

The county's exemption list says liquid roof coatings need no permit. Florida contractor law treats coating as roofing work when it is represented to protect, repair, waterproof, stop leaks or extend the life of the roof.
