Roofing in Sanford, Florida
Sanford was incorporated in 1877, and after an 1887 fire the town was rebuilt in brick. Your roof is a different matter. The median Sanford home was built in 1994, so many original roofs are likely past 25 years. That age triggers insurer rules and the 25% re-roof rule. Permits come from the City of Sanford Building Division.

Housing age
How old Sanford homes affect your roof
The median home here dates to 1994, against 1988 countywide. Another 29.5 percent of Sanford homes predate 1980. By our arithmetic, that leaves about 70 percent built in 1980 or later, so most roofs are newer than the oldest stock. Still, a 1994 shingle roof is well past 25 years. Many Sanford roofs from that era are likely due for a close look.
For a shingle roof past 25 years, Citizens Property Insurance wants documented proof of five more years of useful life. A tile, slate, clay, concrete or metal roof gets that test at 50 years. Your own insurer may set a different standard, so call your agent before you decide on a repair or a replacement.
Only 51.6 percent of Sanford housing is single-family detached, and just 52 percent of occupied homes are owner-occupied. If you manage a rental or a multifamily building, the same roof age and permit rules apply to you.
Permits and code
The City of Sanford Building Division and the 25 percent re-roof limit
Roof permits here come from the City of Sanford Building Division. Confirm current forms and fees with the office before work starts, since both can change.
The Florida Building Code limits repairs to 25 percent of a roof or roof section in any 12-month period. Go past that and the whole roof covering must be replaced or recovered. An exception applies if the roof was built, repaired or replaced under the 2007 code or a later edition. Then only the repaired part must meet current code, and a city cannot amend that exception.
Florida contractor law covers roof-deck attachment and repair of wood sheathing or fascia as part of roofing work. A general contractor must subcontract roofing unless he holds a roofing license. Check any roofer's license with the state before you sign.
Permit clocks run on a schedule. A permit goes invalid if work does not start within 6 months of issuance. A Sanford job that sits idle for half a year loses its permit the same way. Record the Notice of Commencement and post it on site before your first inspection, or you risk paying twice.
Local weather
Storms, flooding and rain that hit Sanford
During Hurricane Ian in 2022, the St. Johns River reached near-record or record flooding at Sanford. Water is 13.3 percent of the city's total area, above the county's 10.4 percent. Seminole County counted 3,058 structures affected by Ian, mostly from historic flooding, so check flood rules with the building office as well as wind.
Wind has also done damage here. Hurricane Irma in 2017 brought a peak gust of 65 knots at Orlando-Sanford. County assessors found 162 residential structures with major damage and 698 with minor damage. Matthew in 2016 left 17 homes with major damage, mainly from falling trees.
Normal rain is heavy too. Sanford averages 54.03 inches a year, 45 percent of it in June through August. The code-based design storm drops 2.88 inches in one hour once in 10 years. Central Florida is also called the Lightning Capital of the United States.
Before you start
What changes when you re-roof here
The Eighth Edition of the Florida Building Code has applied since the last day of 2023. The Ninth Edition governs every permit application filed on or after December 31, 2026. If your Sanford job runs near that change, ask the city which edition applies to your application.
If you have solar panels, Seminole County lists re-installation requirements after re-roofing and storm damage repair resources. Sanford has its own building office, so confirm which rules apply to your address. Rooftop equipment that is already in place only has to be brought to current code if it is replaced or moved during the re-roof.

Questions
Sanford roofing questions
What is the 25% roof rule in Florida?
The 25% rule says no more than 25 percent of a roof or roof section may be repaired, replaced or recovered in any 12-month period. Past that, the entire roof covering must be replaced or recovered. If your roof was built or redone under the 2007 Florida Building Code or later, only the repaired part must meet current code. Ask the City of Sanford Building Division how it applies to your roof.

How old are the roofs on Sanford homes?
The median Sanford home was built in 1994, and 29.5 percent predate 1980. That suggests many original roofs here are past 25 years. Roofs on newer homes may be younger. The 2020-2024 survey puts 17.1 percent of homes at 2010 or later. Your own roof's install date matters more than the median, so check your permit records.

Does my roof need to meet insurer age rules?
It depends on your insurer. Citizens Property Insurance asks for at least five years of remaining useful life on a shingle roof older than 25 years. Tile, slate, clay, concrete and metal roofs get that test at 50 years. Other insurers set their own rules. Your agent can tell you which standard your carrier uses.

Can flooding from the St. Johns River affect my roofing plans?
Flooding mostly affects the lower parts of a home, but it shapes your repair timing. In Hurricane Ian in 2022, the St. Johns River reached near-record or record levels at Sanford. Seminole County counted 3,058 structures affected, mainly from flooding. Ask the City of Sanford Building Division about flood rules before you plan any repair work.
