Roofing in West Melbourne, Florida

The median West Melbourne home was built in 2003, while the median home across Brevard County dates to 1988. That gap shapes your roof. Many roofs here are likely newer than the county average, so insurer age rules and the 25 percent rule may reach you later than they reach homeowners elsewhere in the county.

Housing age

How old are West Melbourne homes and roofs?

Of the 11,713 housing units here, 27.6 percent went up in 2010 or later. Countywide, that figure is 10.9 percent. Only 19.4 percent of West Melbourne homes predate 1980, against 32.1 percent across Brevard County.

Home age does not tell you roof age, because roofs get replaced. A 2003 home may still be on its first roof or may have had one or two since. Check your own permit records or closing papers for the date.

Insurers pay attention once a roof reaches 15 years. At that point the insurer must let you have an authorized inspector check the roof at your expense. Age alone cannot be grounds for refusing or non-renewing coverage when an inspection shows at least 5 years of useful life remaining. Check with your insurer or agent to see how this rule applies to your own policy.

Repair rule

What does the 25 percent rule mean for your roof?

Florida's 25 percent rule limits repairs. Any repair, replacement or recovery covering more than 25 percent of a roof or roof section within a 12-month span triggers a requirement to bring the whole roof or section up to current code.

An exception helps newer roofs. If your roof itself was built, repaired or replaced under the 2007 Florida Building Code or later, only the repaired part must meet current code. The 2007 code took effect March 1, 2009, so check when your roof was installed, not when the house was built.

The code books change soon here. The Ninth (2026) Edition becomes effective December 31, 2026, and permit applications filed on or after that date must follow it.

  • West Melbourne is about fifty miles south of the Kennedy Space Center.
  • West Melbourne states that under HB 803 (2026) roofing still needs a permit regardless of value, and homes in a flood zone do not qualify for the exemption.
  • 3.5% of housing units are mobile homes.

Permits

Permits and flood zone rules in West Melbourne

The City of West Melbourne Building Department is the office that grants roof permits. Under HB 803 (2026), the city states that roofing still needs a permit regardless of value, and homes in a flood zone do not qualify for the exemption. Confirm your flood zone with the building office before you sign anything.

Once you hold a permit, the clock runs. Under FBC-B section 105.4.1, a permit becomes invalid if work does not start within 6 months of issuance, or if work is suspended or abandoned for 6 months.

For permitting purposes, Brevard County releases address-specific wind speed maps sorted by risk category. Look up your own address rather than assuming a number.

Local weather

Storms, rain and the mobile homes here

Hurricane Irma in 2017 damaged over 7,132 homes in Brevard County, and eight tornadoes touched down, with roof and shingle damage. Hurricane Matthew in 2016 passed about 25 miles offshore, and damage generally involved roof shingles, soffits and awnings.

Rain is heavy and fast. A 1-hour rain in a 10-year storm falls at 3.05 inches an hour here. Melbourne averages 50.79 inches a year, with 20.27 inches in June through August.

Mobile homes make up 3.5 percent of West Melbourne housing, against 7.2 percent countywide. Their roofs follow the HUD code, so ask the building office which rules apply to yours.

Who issues a roofing permit in West Melbourne?

Roof permit applications are processed by the City of West Melbourne Building Department. The city states that under HB 803 (2026) roofing still needs a permit regardless of value. Homes in a flood zone do not qualify for the exemption. Before work starts, ask the department whether your address sits in a flood zone, and keep the permit card posted on site.

What is the 25 percent roof rule in Florida?

If more than 25 percent of a roof or roof section is repaired, replaced or recovered in any 12-month period, the entire roof or section must be replaced or recovered. The exemption applies to any roof constructed, fixed or re-roofed under the 2007 Florida Building Code or a newer edition. With a 2003 median home age in West Melbourne, check your roof's own install date.

Will my insurer make me replace a 15-year-old roof?

Not on age alone. When a roof is 15 years old or more, the insurer must let you have an authorized inspector examine it at your expense before requiring replacement. The insurer may not refuse or non-renew coverage solely because of the roof's age if that inspection shows 5 years or more of useful life remaining. A roof under 15 years old cannot be grounds for refusal on age alone either. West Melbourne's median home was built in 2003, so many roofs here are approaching that 15-year mark, and your agent can tell you where yours stands.

Look up your address on the Brevard County wind speed maps for the design wind speed your permit will use.

How much rain does West Melbourne roofing have to handle?

Heavy bursts matter more than the yearly total. A 1-hour rain in a 10-year storm falls at 3.05 inches an hour, and a 100-year 24-hour storm drops 13 inches. Nearby Melbourne averages 50.79 inches a year, about 40 percent of it in June through August, so flashing and drainage details carry the load.
