Hurricane Helene in 2024 caused heavy storm surge damage across Anna Maria Island. Surge and wind are the main concerns for a roof near the water. Check whether your roof was inspected after that storm.

At Sarasota-Bradenton International Airport, normal annual rainfall is 49.05 inches, and about 60 percent falls from June through September. That is roughly 29 inches in those four months alone. Rain, not only wind, can find the weak spots in an old roof.

Hurricane Irma in 2017 brought 1 to 2 feet of inundation along the west coast north of Charlotte Harbor. Hurricane Eta in 2020 produced street flooding and road closures in coastal Manatee County. Water reached the island in more than one storm.

What is the 25 percent roof rule in Florida?

No more than 25 percent of an existing roof can be repaired, replaced or recovered within any 12-month window under this limit. If more than 25 percent of the roof area is worked on in that window, the entire roof system must be brought up to current code. Anna Maria enforces this through its own building department. A roof falls under this exception only if that roof was built, repaired or replaced in compliance with the 2007 Florida Building Code or a later edition, and the 2007 code took effect March 1, 2009. Ask the city which code applies to your roof before scheduling work.

What is the new law in Florida about roofs?

The Eighth Edition of Florida's Building Code, released in 2023, became enforceable on December 31 of that year. Any permit request submitted on December 31, 2026 or later must meet the Ninth Edition, the version that starts applying on that same date.
